He's right, you know.
The ID lines are fairly inconsistent when it comes to labeling "within their ZOI" or not.

As I said in his faction thread, I checked with an admin and the Core ID is allowed to claim bounties everywhere.

In my opinion, the "xx insider their zoi" should only be used when preceded by a "xx outside their zoi" term. That is, when it is an exception to an exception.
All terms should be read as "within zoi" implied, and the exceptions marked with the "outside zoi". Should some condition of the exception not fall withing what is stated before, it should be explained on its own.
