If Bret Privateers can still operate against Kusari...I suppose this makes about as much sense. If they cannot...then it would make sense that Hogs cannot.

How about the other suggestion of expanding their zoi to all of the Tau and Sigma systems then? Might not make sense Hogosha still going to Bretonia in the same way Privateers don't go to Kusari anymore, but it might still be in their interests to keep the same bretonians out of the taus, and protect Kurile from threats to samura.

This does make sense. They can already go to pirate in some of those systems.
Anyway, Hogosha currently can pirate in: Tau-23, Tau-29, Rishiri, Lyonnais, Choguko, Tohoku, Tau-65, Galileo, Kepler, Okinawa, Sigma-13, Sigma-19.
Now, if we look at it in practice, the only real places you can pirate in them (like, you'll have something to pirate) are Tau-23, Tau-29, Rishiri, Galileo, Kepler, Okinawa, Sigma-13, Sigma-19
Now, since something like 90% of the traffic through Rishiri is done by Samura, or convoys composed Samura+A buyer we can eliminate Rishiri too. You'd sit there all day long trying to pirate things you can't pirate. Fun.
Tau-23, Tau-29, Galileo, Kepler, Okinawa, Sigma-13, Sigma-19.
While these are all somewhat hot spots for piracy, they are still few in numbers. And those who want to play Hogosha properly, rather than house police mk II will have to remain in a small number of systems. Rather boring.
