Parley at Elysium Fields. - The Republic Of Liberty - 08-31-2013
// This roleplay is only between The Republic of Liberty and Kazinsal. //
Location: Planet Curacao, Cortez System.
Elysium Fields is a private island reserved for special diplomatic events, and is only opened to delegates sent by House Governments and highly influential corporations. Private suites and various amenities are scattered around the perimeter of the island, with multiple landing pads capable of berthing any small ships and transports up to the size of a Yacht or Pelican. Shuttles carrying the Libertonian delegates have already landed close to Liberty's preferred quarters, and a landing pad on the far side of the island is awaiting a vessel from the Natio. Ground buggies and cargo skiffs will carry their personnel and luggage to their quarters.
In the center of the island is the conference center complex. Meeting rooms and presentation halls of various capacities are available for different functions. For this meeting between the representatives of the Natio Octavarium and the Republic of Liberty, one of the smaller conference buildings has been chosen, perched on a hill looking out over a serene bay. The Libertonian Secretary of State for Foreign Affairs and his attache await the arrival of the Natio Octavarium party.

The VCS Silent Man, a Bretonian Liner, enters high orbit of Planet Curacao, where its three VIPs pack their bags and transport them to a freshly-installed docking bay. They board a waiting shuttle, which launches post-haste and descends calmly upon the planet itself.
The shuttle drops out of the planet's low orbit through the docking ring and cuts through the atmosphere, settling on a landing pad on the private island of Elysium Fields. Two men and one women, dressed finely in military-style black dress uniforms with golden tainoi trim and small Octavarium emblems stitched into each shoulder, step out of the shuttle and onto the landing pad, eager to meet the diplomatic representatives of the Republic of Liberty.

In one of the building's antechambers, the Libertonian ambassador sat with his entourage. While he wore a soft grey suit with a sky-blue tie, plainly adorned with only a small Liberty pin on the left lapel, he was flanked by a pair of sombre governmental aides. A taller man in a blue-and-gold military uniform, bearing officer pips, stood gazing out the window.
A wall-mounted communicator chimed and was answered by one of the aides, and he turned to the ambassador.
"Mister Secretary, the Natio delegates have landed and are being driven over to this building."
"Very good. Have the staff bring them in to the conference chamber once they're refreshed and prepared to begin."

The delegates walk calmly into the conference room. One of the men and the woman walk a foot behind the man in the middle. They stop near the table. The man in the middle speaks first, looking at the sitting man in the suit and tie.
"Ambassador, I presume," he says, bowing slightly. "Harold Kane, Minister of Relations for Natio Octavarium. I am honoured to be here today."
He smiles, trying to hide mild anxiety.

The Ambassador stands to welcome to the delegates, and offers his hand in greeting.
"Welcome, Minister Kane. I am Sam Worthington, Ambassador to the Republic of Liberty. On behalf of the Republic, I would like to thank you for joining us here in the name peace and prosperity."
"Please, take a seat. I believe we have much to discuss."

Kane sits down, flanked by his delegates in their seats.
"We certainly do have a discussion ahead. We have a draft of the treaty ready to be presented. Of course, if you have any questions to ask, we'd be happy to answer and discuss them with you."
He waits for a minute, then pulls out a few documents and plants them gently on the table alongside a data storage device containing digital copies of the documents.

0 - Preamble -----
The representatives of the governments of the Republic of Liberty and Natio Octavarium, after weeks of deliberation amongst themselves and each other, have gathered here today on Planet Curacao to sign this Treaty, which will effectively end hostilities between Republic of Liberty, and her Navy, and Natio Octavarium, and its Raiders. This Treaty will represent a shift in diplomacy between our two nations, opening the door to the possibilities of open trade and military cooperation with regards to common interests.
I - Natio Octavarium -----
i. The Vagrant Raiders will completely cease military operations in Liberty space.
ii. In no way shall Natio Octavarium nor its agents in the Vagrant Raiders act in a way that could at all compromise the Republic of Liberty, its government forces, agents, or civilians. Any military actions by Natio Octavarium in defense of either Libertonian or Natio corporations and civilians will only occur if it has been ascertained that any Vagrant Raiders military actions will not cause harm to any civilians directly or indirectly affected.
iii. No Vagrant Raiders vessel will linger in Liberty core space without escort or permission from a vessel of the Liberty Navy Primary Fleet, Liberty Police Inc., or the Liberty Security Force Department of Homeland Security. No Vagrant Raiders combat vessel will enter New York without direct escort from the Liberty Navy Primary Fleet, Liberty Police Inc., or the Liberty Security Force Department of Homeland Security. Natio Octavarium will abide by Liberty's rule against unescorted foreign capital ships in its space.
iv. Corporations belonging to the Republic of Liberty will be protected by the Vagrant Raiders in Natio Octavarium space.
v. The Vagrant Raiders will cease any and all operations that would be considered a breach of the Treaty of Curacao.
II - The Republic of Liberty -----
i. The Forces of Liberty will completely cease military operations against the Vagrant Raiders.
ii. The Vagrant Raiders will no longer be treated as criminals under Libertonian law.
iii. The Republic of Liberty will respect Natio Octavarium's claims to the Kansas and Humboldt systems, and will not send Liberty forces (Liberty Navy, Liberty Security Force) into the Kansas system without permission or escort from the Vagrant Raiders. Any operations and duties conducted by the Forces of Liberty in these systems against hostile parties will be assumed by the Vagrant Raiders.
iv. The law enforcement agencies of the Republic of Liberty will cease operations in Kansas and Humboldt. These systems will fall under Natio Octavarium jurisdiction and law.
v. Enemies of the Republic of Liberty will not be allowed to use Natio Octavarium territory as forward operating bases for attacks on Liberty holdings, corporations and territories.
III - Civilians and Trade -----
i. Citizens of the Republic of Liberty and corporations of the Republic of Liberty will be permitted full passage in Natio Octavarium space, pursuant to Octavarium law.
ii. Citizens of Natio Octavarium and corporations of Natio Octavarium will be permitted full passage in Republic of Liberty space, pursuant to Liberty law.
iii. Free trade of commodities legal in both houses will be opened between Natio Octavarium and the Republic of Liberty. Obstruction of free trade will be considered a criminal act against one or both houses, and the militiaries and law enforcement agencies of either house may act against offenders according to their respective house's piracy laws.
IV - Validation of Treaty -----
i. Signature of the representative of the Government of the Republic of Liberty: _____________________

iii. As of the moment that both the signatures of the representatives of the Republic of Liberty and Natio Octavarium are placed on this treaty, it will become valid as law in the nations of the signatories.
