Are you tracking players or ships in game ?
Cause one player can just log in and idle on shared ships so it would appear they're still around.

People do that, yes. If caught, the faction is sanctioned for such.
It logs each individual ships

What does it matter at this point if faction time is no longer a requirement for official status? Why should it be sanctionable anymore?

Accounts get kicked after idling one hour in space (and after 10 minutes being docked).
Always been for reducing it, as people sometimes just forget to dock after afk-f2'ing to some docking location.
However, it's true that it doesn't really matter that much anymore. As each faction member just needs to log at least one hour each month.
