"Konnichiwa, Inspector Okayama here. Usually I don't forward my reports to these entities unless they involve military or intelligence assets for other houses, and it is precisely what has happened in the patrol that I'm about to report to you."

*The inspector presses some buttons on the holopad, and image data begins to be transmitted. He then began the long report in an increasingly dull voice**

"We launched on a patrol aboard the KDS-Taka for surveillance of the Shikoku and New Tokyo tradelanes, while keeping an eye on traffic across the Kusari house.

Medium range scanners detected an unusual ship in the Shikoku system, although the surveillance network didn't provided any recent readings. It was only when we went to the Keiun cloud in the border that we received a reading of the suspicious ship jumping to New Tokyo."

"The ship with the designation [LSF]Echo|7 seemed to be a sort of freighter, and the lack of more frequent reading indicated covert movement. We set out to New Tokyo to monitor more closely this ship, while continuing with our surveillance mission.

While initially we didn't immediately detect the suspect, but the merchant vessels began reporting us of sightings near the Planet New Tokyo, and some report included the usage of threats to said shipping.

After some rounds near Shinagawa and Roppongi, we caught sight of the vessel, which retreated into deep space. "

"After a few more tries, we determined the pattern of escape, and made him come to a halt near Planet Fuji."

"With him standing still, we inquired about his presence and goals, which he was initially reluctant to divulge, as expected of an spy. What come out when he starts spilling his story out is what is disturbing.

The agent starts telling of plots to blow up Kusari shipping to Gallia, approved plans of retaliation to the embargo that the LSF provoked, and threats against Kusari."

"While this was happening, we were relaying the comms back to HQ, and intelligence department suggested anomalies on the known LSF id patterns of the ship. Suspicion was raised regarding the possibility of the unit belonging to a separate cell, or a completely rogue agent.

After a few minutes of conversation gathering informations and asking them to cease the irrational plan, the vessel started moving to the Honshu gate, with the Taka shadowing it's movements."

"The pursuit continued into Honshu, were contact was lost around Akita Border Station. Some search was done near the jumpholes, but no trace was found of his escape vector."

*The Inspector stops, mustering his thoughts for the conclusion.**

"This is the end of my report. From my opinion of the encounter, it is not certain of what to determined. Might be that LSF is truly planning to implement a terror campaign in Kusari space, but the quality of it's operatives actions deem that this could be just a scare tactic aimed at our Naval forces, or foreign rogue agents attempting to cause further disturbances to relations.

I leave up to the esteemed KNF and Kempeitai intelligence offices to determine what is the truth of this events.

Konbanwa, Inspector Okayama again. I took the liberty of using this channel to report to you another patrol we have made, in which several interesting things happened.

First was the detection of Interspace commerce affiliated trains carrying h-fuel in Shikoku. While the KDS-Taka was not the first one to make contact with them, we counted on the efforts of the Kusari Naval Forces Remiyu Hamada to hold them in Deshima station while we were on our way. We arrived at Deshima to replace the KNF officer.

The ships called V.O.C.Hazewind and V.O.C.Batavia were reluctant in giving up the cargo, and managed to stall for a while docking and undocking from Deshima until they decided to call it a night.
This hesitation by their part raises suspicions that they might try to proceed with the unauthorized transportation of h-fuel to Liberty, and a warning for them should be issued to all law enforcement pilots to keep an eye on them.

Second interception occurred minutes later, as our surveillance detected a firefly transport called Eastbound carrying sorted artifacts coming our way. We intercepted him at Planet Junyo, and informed him of the infraction. He feigned ignorance of the regulations regarding cargo transportation in Kusari, and we ordered to surrender the cargo and pay a fine of 500.000 sirian credits. After some hesitation, the Eastbound refused to obey and docked at the Planet Junyo before any reaction could be made.

I request that a warrant be issued on this ship, for contraband transportation and disobeying a officer of the law on duty. The ship fine has been aggravated to 3.500.000credits.

The third encounter was near of the Kepler gate in Shikoku. Long range detection satellites had reported the presence of a large group of Junker marked vessels coming from Kyushu, and such group showed up when we were near the Kepler jumpgate. We were surprised by the large numbers of the convoy, and when we realized that they were in transit to Kepler, we decided to not question them and only recorded what our instruments could gather.
We counted on Pilgrim liner, 2 Salvager armored transports, and 3 fighters of several proveniences.

The last encounter was a little shorter and stranger, and perhaps it's of particular interest for Kempeitai intelligence.
Continuing our patrol and surveillance of the Shikoku system, we detected a ship carrying nomad equipment in the Kyushu system. Several minutes later we found the same ship in the vicinity of Deshima station, attacking the cargo depots of the base. We moved in to intercept, but the ship escaped on the tradelane to Kepler. We could confirm that the ship Oracle|ThreeWinds is associated to the denominated Wild group. Visual records that we could make are in annex.

Konnichiwa, Inspector Okayama here. I would like to present my monthly report as briefly as possible.

On day 13, we did a small patrol on Shikoku and New Tokyo. [KNF]KDS-Zanza|66thwas present. Nothing in particular worth reporting.

On the 15th, we detected a transport with Universal Shipping papers carrying Slaves in southern New Tokyo. With the assistance of KSP)Shogai and [KNF]KDS-Amakusa naval transport, we stopped the suspect called Hamburg172 and recovered the personnel on board.

Soon after, we spotted and intercepted a zoner flying a Rheinland transport and possessing over 2 thousand units of Counterfeit Software. The pilot goxy refused to answer several orders and warnings to drop the cargo, and was destroyed, with KSP)Shogai being witness to the event.

Before we could recover the material. a freelancer called Chevalier_Kasca thought it was product samples, and tractored the cargo in front of our noses.

We stopped him immediately at Ohashi, and forced him to release the cargo, before his terrible standing with the Kusari republic made the Naval patrols engage him and destroy his ship. It was an unfortunate outcome, that was witnessed by KSP)Shogai and Uzyashi.Kawasaki , also of the police forces.

On the 26th, we launched to the New Tokyo system, and our surveillance network detected a bomber vessel with unusual characteristics coming through the lanes of Kyushu. The vessel appeared in Shinjuku, and was a Waran bomber piloted by a junker with call-sign Rusty.junk. The junker was in a rush to leave the system, so we did not gave chase.

On the first of June, we were chasing a oddly identified ship, when our sensors spotted a zoner called Anthony.Stark carrying Sorted Artifacts. We stopped him near Ohashi, and stated that the cargo could not be in possession of non-kusarian companies.

The pilot didn't reply and proceeded to dock on Ohashi to escape persecution. A fine was issued to him.

Some time later, the Anthony.Stark exits the station, and tries to make a run for it with the artifacts. He turns back to New Tokyo, and if it wasn't for the timely intervention of the KNS-Gensokyo, he would have left the New Tokyo area.

The criminal decided once again to escape the immediate justice, and decided to barge trough the docking ring systems and went planet side.

For this aggravated disregard of the law and police authorities, we request that Anthony.Stark be added to the criminal database, and a heavy fine be placed on his name.

Later on, while investigating the reported presence of a BMM vessel in Honshu, we found a freelancer in a pirate transport, carrying a large load of Black Market Munitions. The pilot GrootVark was mostly uncooperative, even with the presence of a USI convoy in the area in my favor. He argues he had no money, and could only pay after committing another crime of selling those munitions to some criminal organization for a large payout. I've agreed to release him upon the destruction of the illegal cargo, with no additional fines. I've ordered him to not return to Kusari space. Should his Pirate transport be sighted again, he should be detained as soon as possible.

We should investigate where are these shipments going, as there seem to be a black market route originating from Liberty and heading somewhere, according to surveillance data.

Inspector Okayama is at his desk, talking to one of of the sergeants about a recent quadruple murder and public indecency case in Kyushu, when he turn his attention back to the recording that he started.

Eee~to konnichiwa, Inspector Okayama here. The following are the reports of our actions during the past week.

June 1st: BMM vessel spotted in Honshu

Our surveillance network detected a ship with the designation BMM in the Honshu system. Currently the Bretonia Mining & Manufacturing is unwelcome in Kusari, so we moved out to the location to investigate.

We found the BMM_Metaltrade_1 Kamome transport near Aomori station, it's paint still fresh. The ship headed to Akita, and when we opened hailing frequencies with them, it proceeded to dock into Akita border station

June 6th: Kempeitai operation, Smuggler shot down.

While on watch in New Tokyo, a Kempetai agent [classified: callsign Sahel] approached us and requested our assistance in some matters in Kansai Research Station.

After the situation was concluded, our surveillance detected a gunboat class ship with cardamine on board approaching Planet Honshu. Me and the operative moved to the planet orbit, and soon we had sight of the suspect.
The zoner IDed vessel Teshub was a Hathor class Order Gunboat.

The pilot was indeed carrying cardamine, and did not responded to our hailing. The agent moved to intercept him, and when it was obvious he was going to give a fight, we entered a prolonged battle, due to our weak offensive power. Eventually the vessel was neutralized, and samples of the cardamine crates were recovered for examination at the laboratory.

The KPT agent requested that we sent the samples to them, and that we tried to determine the origin of the shipment. The results have expected to be sent by our laboratory in Honshu in the following hours.

If the criminal is not inserted into the criminal database, I would recommend adding Teshub to it as soon as possible.

Follow-up on the "Teshub" incident is being prepared. Kempeitai will see to the individual's adjudication.

Police are to keep an eye open for further Cardamine smuggling by Outcasts, Golden Chrysanthemums, and other smugglers. If possible, interrogate traffickers and determine which Outcast syndicates are currently acting as suppliers.

Section 9 command wants a better picture of the Outcasts' distribution network and travel routes. Expanded coverage in the Kyushu and Honshu systems is needed.

Our vessel has performed a new patrol at the beginning of this month, with some results that should be divulged to your archives.

At the beginning of our patrol on the 1st of December, we found a convoy of civilian transports inbound from the Liberty border. The vessels Fisher_Johnson and John_Dorel were transporting basic commodities, and after questioning about their trip heading to Planet Kurile and some sightings of "rheinland raiders" in the Colorado system, I let them proceed.

They would be found at a later moment on the patrol.



After this, I was joined by KSP patrol Keijetsu and we continued to control commercial traffic flow throughout Kusari. We located a convoy of AFC ships, and managed to stop one of them for questioning and inspection in the Kyushu system.

The {AFC}-Sutakatta[k] , piloted by a Gerlund-san, was a Pirate Train, an illegal vessel, with a load of Premium Scrap. After a long interrogation about his convoy and the infractions he and his missing colleague had committed (illegal vessels, ignoring KSP commands to halt for the second pilot), Gerlund-san was fined 5 Million credits for the joint offenses and allowed to continue his travel, with a warning to his bosses to decommission the ships.

Still at Shinagawa, we stumbled upon our previous encounter Fisher_Johnson and John_Dorel , this time however they were in possession of Sorted Artifacts. Current legislation bars said commodities in Kusari to all that are not affiliated to native corporations, so we had to command them to surrender the artifacts on Shinagawa and pay a fine each.

A vessel from the Ryukyu Guild passed by ( RG|Seoul-Maru ), but its papers were regular, and we were not available to make an extensive inspection on it.
