The answer is both long and complicated; you will really need to look through every Freelancer modding resource that you can find. If you don't know the basics of the Freelancer game engine enough to perform basic customisations, you're probably not ready to attempt mission scripting. Your coding skills count for nothing if your game keeps on crashing to desktop because of INI file errors.
Adding a new custom mission to the game is the very definition of modding. There is no plug-and-play solution for this, and you need to have a specific plan for what you're setting out to do.

But you will have to script around. There's no way to make a mod (addition to the game, example: Mission 14) without modding (adding new scripts, files, lines to the code).
