Well the LPI didn't like you carrying Sorted Artifacts very much. Being the good policemen they were, they attempted to get you to pay a few fines for the Liberty Law mishap. Due to your lack of response, and the ability to not buy any extra donuts with the fine money, they've decided to make your ship hostile to any of the bases the Liberty Police had docking control over.
