To whom it may concern;

Warm greetings from ALG Waste Disposal's team at Danzig Depot.
The situation for our New London depot has changed significantly since its construction. Naturally, we cannot take sides in the war but we are pleased to note the conflict in neighboring Leeds has calmed significantly.
Regardless of the exact developments that will take place, we believe it's time to re-address the system's serious ecological problems, specifically the massive smog clouds and the increasingly dangerous amount of debris in the planet's orbit.
Therefor, we wish to discuss the following points:

- The resumption of toxic waste pumping from the system's smog clouds. Our ships would have to travel through Bretonian space to bring the waste to our own refineries, so we wish to be granted exception from section 2.1 of the Gallic Royal Charter for this purpose.

- Commencing operations to clear debris from the planet's orbit. As much of this debris is composed of ship remains from the conflict, we understand you are likely to have reservations about its handling, as it may include sensitive technology. However if safety for planetary traffic is to be achieved, this will have to be addressed at some point.


Aside from these points, perhaps there are other matters regarding the depot's operation you wish to discuss.

It falls to me to inform you that the proposals of your administration do not meet with the Royal Navy's standards. As such, I am told that there will certainly be more than a little 'discussion' before anything resembling an exemption from portions of the Royal Charter can even begin to be looked at.

First and foremost - while it may have escaped the notice of a Rheinland-based company with only fringe interests within the Kingdom's borders, the conflict in Leeds, while diminished, is yet ongoing - particularly with regards the planet surface itself. As such, there is little chance of any personnel unaffiliated with the Kingdom acquiring permission to operate at length in low Leeds orbit, notwithstanding the numerous other security issues regarding this aspect of your request.

Secondly, in light of the 'sensitive technology' you have already mentioned yourself, I am sure that ALG Waste Disposal recognises that not all of the Crown's security concerns lie within the detritus close to the planet itself. The entire system has been engulfed in battle at one point or another over the past years, and since Naval Command does not see fit to grant waste disposal services a military escort every time a cleaning operation is attempted, there is no way for us to otherwise guarantee that issues related to unauthorised salvaging of wreckage will not occur.

Thirdly, all outbound traffic from the Leeds system is required to pass by the Stokes and Glasgow checkpoints for mandatory inspection. Usage of the jump anomalies to Bretonia and Liberty border space by cargo-carrying vessels is not permitted under any circumstances, as this would necessitate passage into restricted areas of space and eventually violate section 2.1 of the Royal Charter. The location of ALG Waste Disposal's Danzig Depot, then - falling as it does within territory controlled by the rogue Bretonian Crown - is highly unfortunate. The only suggestion of Naval Command regarding a solution to this matter is that an alternate route be plotted - one that ensures that any pumping operations are screened past the Stokes and Glasgow checkpoints as they leave in the direction of Rheinland via Kusari.

Thank you for your response.
We understand your concerns regarding scrap salvage operations in the system, and accept that such cleanup operations cannot take place within the current situation.
However, as a company specializing in this exact task and trusted by the Crown, we do hope you will consider our services for this task in a future in which the system is sufficiently stabilized. For the time being we will continue with shipments to your holdings from our scrapping operations in the Southampton field, the main operational area for our Danzig-based crews.

Regarding the resumption of waste pumping operations, we are disappointed with your response.
Screening every shipment of waste at Glasgow or Stokes, not to mention taking the far longer route to our Köln refinery via Kusari, is not economically viable for us, and likely no more pleasant for your crews aboard those stations.
The jump hole anomaly directly within the Western Smog cloud has been deemed sufficiently stable for commercial use at this time and allows direct access for our crews.
While combat is ongoing planetside, the smog cleanup is on pause and if the planet is intended to be livable, it is in everyone's interests that it is resumed, or the planet may well be rendered uninhabitable regardless of the outcome of the conflict. We ask for exemption from Article 2.1 only for a single purpose, to export smog cloud toxic waste to our refineries.

As Section 2.1 specifically states that "Appeals can be made to the Office of His Majesty.", we wish to request this transmission be forwarded to the office of His Majesty Charles XI.

I am directed to inform you that the Royal Navy's concern is not for the 'economic viability' of your proposal, nor is it for the suitability of the jump anomalies in Leeds for heavy commercial use. The concerns of Naval Command stem primarily from security concerns related to a lack of trust - something I personally find understandable when this communication originated from within the New London system itself. I am sure the significance of this location is not lost on you, Administrator.

Regardless, I have been instructed that I am not permitted to elevate your transmission towards the King's Office. Should ALG Waste Disposal still wish to pursue the matter further, I would advise that you transmit your appeal towards New Paris directly, so that your file is processed by the Crown's administrative division as soon as possible.
