Just two lines of some RP doesn't allow you to kill an enemy as soon as its in range of your weapons. And you always have to be patient with your guns after the RP done and engagement notices lauched. Shooting a player seconds after dropping an Engagement notice is not sufficient time. Offensive weapons have been removed and sanction notice placed in the hold.
Edit: If you died in actions with other players, you cannot return to the system you got killed in and interact the same players. Once you violate the rules quoted above, you'll find your char missing. For now, you've lost 50 millions.
