I wanted to with draw funds from nichols i pulled out too much and now when i try to put it back onto the base i get kicked for cheating when i log back on monies still on my ship i wanted to withdraw 200 mil but ended up withdrawing 2 billion would it be possible to have the money put back on Nichols and removed from OSI-Voncloud.

I have removed 1 billion from your Ship and put it on the other Ship with the same name.
Hopefully this will fix your problem.
If not, you may have corrupted the Character,by exceeding the limit of total worth of ship/gear and money.
