Help - Wesker - 04-15-2017

Anyone know how to make static animations on pictures? I dunno if i made a thread like this before, but I'm not the best at computer art and could use some help if someone's willing.

Make a gif in gimp. Export as: gif ==> click at save as animation.
You will need to work on layers tho.

//Edit:

For example, this one is 2 layers with RGB noise 0.00 and 0.01, which keep repeating and change each 100 miliseconds.
