This was from a discussion about "POB = Ship", and individual character diplomacy vs faction diplomacy.
Take the case of an individual, for example, Outcast player only putting his own char's name in the attack declaration. Can his buddies with OC IDs assist him (he has to be present at the siege and shooting, obviously) in sieging the base anyway?
And yes, he can just amend the attack declaration to add "Outcasts", but he either doesn't bother or is genuinely ignorant that he can.
