Barcelona is undoubtedly the single most important part of the Republic's campaign against their foes. Constructed in the early 800s A.S. by the Renzu Corporation, the Barcelona began its life as the Yakagi, an Interspace Commerce ship owned by a wealthy Kusarian businessman. On her maiden voyage, she was to fly from the defense grid at Junyo to the Hogosha's Golden Dragon Casino. En-route, she was intercepted by two craft of the Maltese Armed Forces (then known as the 72nd Fleet). She was commandeered, her crew deported to Ames Research Station and sent to the freelance shipyard at Barrier Gate.
It was here that the many modifications to the ship would begin, including the gutting of nearly the entire ship, the replacement of her entire point defense system and the installation of the "LUNA" Artificial Intelligence system. Finally released from dock in late 824 A.S., she was rechristened the Barcelona, and began her tireless duty of serving as the seat of the newly founded Republic of Malta. With more than enough room to facilitate the clean running of a government 'in exile', the ship is easily the Republic's closest guarded treasure.
The Barcelona is effectively a test-bed for the numerous technologies and creations of the Maltese Department of Civil Development. With the assistance of the on-board AI, the ship is effectively immune to cyber-warfare, probing and all other manners of cyber-hacking. In addition to this, she serves as the political and financial hub of the entire Republic, operating as a mobile Freeport for groups that the Republic considers friendly.

Science Ship Delphi, constructed in 817 A.S., is a specially designed modification of the 'Corvo'-class Science Vessel built specifically at the request of the Armed Forces. Officially an 'Amber'-class Research Vessel, the Delphi was built at Livadia Shipyard at the behest of the Maltese Research and Development Corps (the precursor to the Department of Civil Development) with the purpose of serving as a mobile science and humanitarian aid platform. Serving this role dutifully, the Delphi was the epicenter of many of the technological developments of the Armed Forces during the Interregnum, including a supposed cure to Cardamine alteration. This was found to be only temporary, but paved the way for future research.
In late January 824 A.S., Delphi, on a routine run through the Vespucci system, a neutral system owned by the Commonwealth of Liberty, was attacked by H.F.C. Invictus, a primary warship of the Hellfire Legion, the military arm of the Commonwealth. During the attack, the Delphi suffered numerous hull breaches and was left to drift through the system. Following the attack, authorities of the Republic took the Invictus' commander, Lord Commander Samuel Locklear, into custody and he was subsequently tried for the murder of the majority of the casualties aboard the Delphi. The ship was towed to a friendly port and repaired, reentering service soon after and continuing her duty.
With the official formation of the Republic as a genuine governing body, the Delphi was transferred to a civilian command, and serves still as a mobile research platform to this day.
Capital - Madrid system

Overview
Madrid, colloquially known across Sirius as 'Omicron Alpha', is the capital and home system of the Maltese Nation, and the location of Planet Malta, the capital of the Republic. Colonized in 41 A.S., the system has been for centuries the capital of the infamous Maltese Cardamine drug cartel, and the centerpiece for all Maltese operations across Sirius. Having a fractured leadership for the majority of its colonization, the system has been subject the effects of leadership changes of the Maltese Nation for centuries, with the most recent being the Republic's ascension to governance after the fall of the National Council.
Planetary System
The system is host to three planets, two moons, two dust fields, a debris fieldlet and a large outcropping of the Edge Nebula. The wreck of Sleeper Ship Hispania is perhaps the system's most notable attraction, in addition to the system's sole inhabited planet, Malta.
Malta
Malta, undeniably the jewel of Madrid, is the system's sole inhabited planet. Colonized by survivors of the Hispania in 41 A.S., the planet soon evolved into a capital for the Maltese Cardamine Cartel, a now defunct organization that once brought profit to Malta at the cost of humanitarian face. The seat of government and the safe haven for all Maltese, Malta serves now as the capital of the Republic.
Mallorca
Mallorca is a large gas giant within Madrid serving as a landmark for the system. Composed primarily of methane gas, the planet is of little use to Maltese organizations, and is primarily utilized by Ibiza Base as a gravity well to operate from.
Carinea
Carinea is a fairly habitable planet located within the bounds of the Siniestre Cloud. While most of the planet would typically be habitable to human life, all fauna and flora on the planet are derived from a protein lethally toxic to human anatomy. As such, colonization attempts for Carinea are all marked as abandoned, and future attempts are not expected to be made within the near future.

Valetta Shipyard
Valetta Shipyard is a Maltese Armed Forces base located in the orbit of Planet Malta, and is the primary producer of Maltese capital-class vessels, as well as privatized civilian construction. Much of the work that occurs at Valetta is kept on a closed channel, however, and the free yards are typically reserved for civilian operations.
Ibiza Base
Ibiza Base is a small Maltese civilian installation in orbit of Planet Mallorca, operating as a research station to test gravitational weapons designs and the implementation mining possibilities within Maltese space. Much of the station serves these scientific endeavours, and operates with impunity in the pursuit of these goals.
Santa Verna
Santa Verna (formerly LOA-44921) is the name given to a large asteroid that was dragged into the orbit of Planet Carinea to serve as a listening post. Now operating as a more religious outpost within the Siniestre Nebula, the station serves as bastion for those of the Maltese society that seek supernatural answers to mundane problems.

Overview
Barcelona, colloquially known as 'Omicron Beta', is a border system of the Maltese Nation located approximately one system jump from the capital system of Madrid. Located fully within the Pyrenees Outcropping of the Edge Nebula, Barcelona is a sparsely populated system consisting of a sole planet and two Maltese established and operated stations.
Barcelona is a border system of the Maltese Nation occupied by hostile forces, and borders GMG space in Sigma-19 and occupied Order border guard space in Omicron Sigma. The system of Melilla to the south is claimed and incorporated by the Nation.
Planetary System
Planet Elysium
Planet Elysium is a very large, very dense planet located within the starless Barcelona system, and is not only completely lifeless but biologically hazardous as well. Civilian operations in regard to planet were halted as the planet was discovered to have a crushing gravitational pull and a lack of an atmosphere to shield the planet from the radiation of the Pyrenees expanse.

Gabriella de la Zerda is the current standing President of the Republic of Malta. Elected in 824 A.S. by a unanimous vote during the Third Meeting of the Security Council of Barcelona, she works a rather routine duty aboard Liner Barcelona, seeing to the daily duties of her office.
A native from outside Malta, she is Cardamine dependent, and previously served as an advisor for Gabriella la Huerta on Malta during the Republic's tenure as the 72nd Fleet. Recognizing her skill in politics, she was recruited to serve as the vice secretary of the Enforcement Department, the precursor to the Department of State. Upon the Republic's birth in late 823 A.S. she was formally inducted into the Security Council, and at the Third Meeting was elected to the position of President.
Having led the Republic for the better part of nearly two years, her approval rating through the small numbers of the Republic is fairly high, a symbol of her adept skill in the political circle. It expected that the next two years of her term will be as productive, if not more, due in no small part to the expected conflict with the nationalist forces of Malta.

Martin Laguna is the current standing Vice President of the Republic of Malta. Elected alongside Gabriella de la Zerda in 824 A.S., he currently works aboard Liner Barcelona to lighten the load of President de la Zerda, and ensure the smooth running of the nation.
A former plantation owner on Malta proper, Martin relinquished his claim to his holdings on the basis of a family dispute between him and his elders. His view of indentured servitude was fairly lacking, causing him to be forced off-planet into a life of service to the Maltese Navy. He served for three years beginning in 821, following the Armed Forces out of Maltese space during the Interregnum, and eventually being inducted as the Republic's first Vice President.
Serving under President de la Zerda, Laguna's role in the Republic's function focuses primarily on keeping the flow of work balanced.

Randall Marcato Santiago is currently the standing Secretary of Defense and Commander in Chief of the Maltese Armed Forces. Having served as its supreme commander for the past 5 years, Randall Santiago has experience in his field few in his position would dream of having.
A native of Cali base, Santiago has never set foot on the Maltesian homeworld, nor sniffed a single gram of the orange substance native to it. As such, he remains one of the very few members of the Maltese cabinet not affected by Cardamine. Having previously commanded the Santa Maria during her escape from the Omicrons, Santiago can easily be traced back to nearly every single anti-Maltese military operation in the Tau Sector, and by extension the Armed Forces in general.
It was only recently that Randall Santiago ascended to the rank of government, leaving the Armed Forces to be lead by a new individual of rank. He still, however, controls their funding and their overall motives, so the Armed Forces are not completely outside of his realm of influence, and such is only seen as a benefit.

Arturo Ruiz is the current Secretary of Colonial Affairs for the Republic of Malta. Having an extensive background in colonial enterprising from his studies on Malta, he manages the day-to-day affairs of the Republic's colonial expeditions, most notably the Lipari Colony on Planet Borneo.
An economics major from Malta itself, Arturo has been at the forefront of nearly ever Maltesian colonial expansion endeavor. A proponent of the colonization of Planet Soledad, he ultimately joined the Republic's ranks after submitting a proposal to remove Cardamine from the Soledad environment to preserve the ecosystem. This netted him a distasteful view from many within his community, and forced him out of the colonial political circle. His enthusiasm seen from a distance, the Republic took the opportunity and offered his the cabinet position of Secretary of Colonial Affairs.
Apart from managing the colonial affairs at Lipari Colony, Arturo is a staunch proponent of terraforming, though in manageable levels. Planet Baja in Coronado is a classic example of his desires to see colonialism spread through Sirius once more, and on numerous occasions he has been seen in the presence of the Civil Development Department to brainstorm new techniques for colonialism.

Horatio Esposita is the current Secretary of State for the Republic of Malta. Like most within the Republic's governmental cabinet, he was a political major from the homeworld, and sees to the daily needs of the Republic's calibrated inner workings.
What can be said about Horatio's career in association with Malta can be summed up as a relatively efficient, if boring, existence. Inducted into the cabinet as part of President de la Zerda's administration, his talents were recognized almost immediately upon her election. A supporter of due process, the Republic's space rental systems is partly his creation, and is constantly being refined and readjusted to promote efficiency.

A native of House Rheinland, most of what can be discerned from her background is an interest in learning foreign culture. A psychology minor and social justice major, her talents and interests are what caught the eye of the Armed Forces before the reformation, and she served as the Republic's first official member of the cabinet before even the First Meeting of the Security Council.
Her duty under President de la Zerda's administration has been plentiful, and due to the Republic's desire to oversee a large and webbed diplomatic relations network, she preforms admirably for an individual her age.

Hannah Escher is the current Secretary of Education for the Republic of Malta. A former elementary school teacher on Manhattan, she oversees the implementation of the Republic's education system into daily life.
A mother of four, she began her career as a physics and math major at Belltown Community College on Los Angeles, minoring in educational studies. Finding her way into a small elementary school on Planet Manhattan, she was discovered during a low-priority MIS operation in Liberty, and was instrumental in its success. After being offered a position as the Republic's new Secretary for Education, she agreed, and has since been offered a position at the Lipari Colony on Borneo to oversee the administration of a schooling system at the colony.
Due to the relative obscurity of both her job and the Republic as a whole, her progress has been slow but promising.

Gabriella La Huerta is the current Secretary of Commerce for the Republic of Malta. A supporter of the Republic from the interregnum, she now serves as the primary financial authority within the Nation.
A native of Malta, La Huerta once owned an array of plantations across the surface. Seeing the need to expand her business into space, she founded a small company native to the planet: La Huerta Supply. Primarily supporting the military, she eventually sold her plantations on the idea of making it big in space. It worked to a degree, though after the Delta offensive her support for the military waned and she began to look for new clients. The Armed Forces, at the time known as the 72nd Fleet, was one of these clients, and the prospect of a fair and powerful business market are some of the core reasons she serves the Republic to this day.
As far as is known, she has no direct family members, and devotes what spare time she has to ensuring the safe and efficient flow of goods through the Republic's space.

Elijah Allen is the current Secretary for Civil Development for the Republic of Malta. A Bretonian native and adept scientist in the art of civil engineering, His primary role is serving as a head from which to relay between the cabinet and the Civil Development Department.
Recruited by the 72nd Fleet during the interregnum as the head of the Research and Development branch, Elijah Allen is an oddity within the Republic. A non-native supporting the Republic's research into Cardamine, most of his work with the Nation revolves around coordinating with the Colonial Affairs Department and cataloguing experiments in the field with Cardamine. While the Republic may not deal in the trade of the substance, most of the import of it from outside is fielded towards him and his people.

Maria Cortez is the current Secretary of Homeward Defense for the Republic of Malta. A young soul, she has served the Republic since the middle of the interregnum, operating primarily as an advisor to the now Minister of Defense.
Cortez is a sight unseen within most Maltese circles: A Crete-born woman in the north of Sirius. A native of the Corsairs, she has worked primarily as an intelligence operative, securing much of the classified intelligence the Republic has in store. Despite being native to Crete, she seems to prefer working with the Republic, noting the Corsairs' taboos as 'misguided and dumb'.
She has one child and a presumably deceased husband, Ryante Stratton, who served with the Fleet during the interregnum.

Carolina Elvira is the current Governor of Lipari Colony based on Planet Borneo in the Tau-44 system. As the Republic's sole representative for the burgeoning colony of Lipari, Carolina is tasked with overseeing the welfare of the colony, as well as tending to extracolonial matters that may involve the colony in a larger view.
Born on Malta, Elvira began a promising career out of college as a colonial expeditionary investigator, at times even working close with those who initially settled Soledad in an effort to better understand the management of a colony such as those placed there. Adept at leadership, as well as prioritizing under pressure, Carolina is currently on her first term as governor of the small colony, and as stated in her local election campaign has plans to grow the colony across Lipari Island and to spur an influx of citizens to the growing settlement.
She has one daughter, Sizara, yet no known spouse.

Republic of Crayter

The Crayter Republic is a nation of refugees from the catastrophized Crayter sector, an area unknown to most within Sirius aside from the Crayterians. Their primary hub of operation is the Coronado system, an independent world nestled between Liberty, Bretonia and the Tau systems. In addition to this owned system, the Crayter Republic has recently also reclaimed their former capital of Tau-44, a border world located within the dense Tau Cluster. Crayter maintains lawful claims to the systems of Tau-31, Tau-23 and Tau-27 (also known as Orkney or Brittany).
Crayter currently maintains two operating stationary battlegroups: Hades in Tau-31 and Malachite in Coronado. Other known battlegroups operated by the Crayter Republic include Battlegroup Agamemnon, Battlegroup Hera, Battlegroup Olympia (defunct), Battlegroup Nemesis, and Battlegroup Valkyrie.
Relations
Relations with the Crayter Republic began during the Interregnum, where forces of the 72nd Fleet made contact with the Crayter Military outside Barrier Gate Station in 822 A.S. Since the cooperation between then Fleet Admiral Randall Santiago and the Crayter Admiralty, the Republic's potential legitimacy has since gone up exponentially, and further cooperation between both Republics has blossomed into a full blown economic treaty. Military support is common between both sides, and mutual alliance against the Kingdom of Gallia and the homeworld has been ensured.

Commonwealth of House Liberty

General
The Commonwealth of House Liberty is a separatist state like the Republic declaring their independence from the Republic of Liberty as a whole. Backed by their military arm, the Hellfire Legion, the Commonwealth have staged an open rebellion that is currently on pause for the duration of the Gallic Crisis. The Hellfire Legion, the de-facto military of the Commonwealth, has, at one point conferred with unlawfuls of Liberty to secure technological and resource superiority over their enemies. They hunt the elements of the Liberty Navy and Security Force when possible, but appear openly willing to ignore their homeland enemies to jointly defend their house from invasion.
Relations
The Commonwealth is a long-time interest of the Republic's, though not nearly to the relations level of the Crayterians. Originally encountered during a daring patrol into the heart of Liberty space, the Republic has since kept loose contact with the Commonwealth, however a ceasefire act was called in the interest of securing future relations. In late 824 A.S., Hellfire Legion warship Invictus engaged and disabled Republic hospital ship Delphi while she was moving refugees and casualties of war to safe harbour. Lord Commander Locklear willingly entered custody of the Republic for 8 months, serving his sentence and being returned to the Commonwealth. The Republic worked a trade through with the Commonwealth, exchanging Destroyer H.F.D. Abaddon and Dreadnought H.F.B. Ravager for the Lord Commander. While the former was transferred and is awaiting reactivation, the latter is currently being decided on, and may take longer.
Relations with the Commonwealth are curious at best. Not much contact has been kept with the Libertonians, and is expected to remain relatively quiet for the foreseeable future.

Covenant of Auxesia

General
The Covenant of Auxesia is a paramilitary group operating out of the Inverness system. Renegades from the Core, the Covenant have a long time understanding of the Republic, and as such the Republic maintains a neutral standing with them. Having origins in the Omicrons, the Covenant moved out towards the independent worlds to operate in relative seclusion. The location of their main base of operations is suspected to be in the remote fringes of the Inverness system, but exploratory operations have yet to discover the location of such. Auxesia is known to take security very seriously, and as such not much else is known about them.
Relations
The Republic has so far had very little contact with the Covenant over their time of influence. Little in the way of cooperation has ever truly been seen, and relations have mostly been kept to an understanding at the least. What is known is that they have ties to the Hellfire Legion, and are considered a mutual friend as well as a neutral entity. Due to the assault against the homeworld, it is expected that the Republic may attempt to contact the Covenant for assistance.

Independent Miners Guild

The IMG are an independent organization of free miners that scour the Sirius sector for sources of minerals untouched by the corporate hands of the Houses. They have bases throughout Bretonia, the Taus and Omegas, and are known to operate in relative self-sufficience. Long time enemies of the Maltese, the IMG have waged a long-standing war against the homeworld, often taking part in humane servicing projects to seemingly spite the Maltese's reliance on human suffering.
They are known acquaintances with the Crayter Republic, but have recently found themselves in conflict with the Kingdom of Bretonia.
Relations
The Republic's relations with the IMG stem back to the Interregnum when forces of the 72nd Fleet assisted the IMG against a Nomad incursion into the Tau Sector. M.N.S. Santa Maria worked in coordination with IMG Defense Vessel Pathfinder to return crew from fallen IMG vessels to their families. This act of humanitarianism was received with great thanks from the IMG, and has ensured that the IMG and the Republic stayed on equal terms until the recent present.
As of now, however, the Guild has seemingly become distrustful of unknowns. The Republic's emergence from the shell of the 72nd spurred a cascade of questions by apparent Guildmaster Kirigiri Kyoko, a voice the Republic has since deigned to gain favor with. The IMG, like many within the Tau Sector, despise the homeworld's agenda, and are predicted to support the Republic in its campaign to retake Malta.

The Gallic Council of National Freedom and Unity

General
The Gallic Council of National Freedom and Unity, known colloquially as simply The Council, is a Gallic-based revolutionary group devoted to the ideal of overthrowing the Royal Monarchy and instituting a Republic. They are heavily involved in fighting the Royalist Regime, and up until recently have been a driving force against the Royal Navy since their escape from the core systems. However, within the latest push, the council has recently lost their primary refuge of Roussillon to the Royal Navy's Montmorency battlegroup, though managed to lay waste to the planet's life supporting farms before they escaped.
The Council allegedly have a strong force within Gallia proper taking the fight to the Royal Navy in full, though Republic forces have not had the time or opportunity to confirm this.
Relations
The Council has been a steadfast ally against the Royal Navy, though have remained cautious of the Republic's agenda since our reveal to them during the Interregnum. The Republic has since tried to contact the Council, but to no avail. At present, the Council's military has orders to not consider Republic vessels a threat, and cooperation against the Royal Navy has been steady and productive, including during the Toulouse evacuation.

United Kingdom of Bretonia

General
The United Kingdom of Bretonia is a Major House and the primary target of the Gallic Royal Invasion into Sirius. The Kingdom has been a target of opportunity by the Maltese people for centuries, but in the face of overwhelming odds and lack of support, the Maltese aimed to settle differences with Bretonia, securing a working peace that has kept the Royal Navy at bay. The Kingdom is currently allied to the Republic of Crayter and Republic of Liberty, as well as the Council, the Gaians, and the Maltese.
It is unknown if this alliance will last past the war, but Bretonia's military support has never been stronger.
Relations
Relations between the Republic and Bretonia have been fairly non-existent. Communications have been fairly isolated, and direct contact was assume to be pointless due to nationalist corruption of the Bretonian view of the Maltese. While cooperative against the Royal Navy, it is unlikely that Bretonia and the Republic will ever see eye-to-eye, especially given Bretonia's rampant streak of imperialism against its southern border.

The Order

General
The Order is a military anti-xeno organization with ties to the underworld of Sirius. Operating in divisions of cells spread across the Sector, the Order operates against the efforts of the Nomads, executing any potential threat to the continued survival of the Human race. They were instrumental in ending the Nomad War from 800-801 A.S. and have been diligently keeping watch on the activities of the Nomads across the Sector. While seen as a terrorist organization by most, the Zoners, Blood Dragons and Bundschuh are known to work alongside them in order to keep Sirius secure.
Relations
The Order is on a rather hit or miss relationship with the Republic currently. Having been accepting of the Republic's intentions in the past, the growing distrust among the Order of the Maltese has created a barrier that is currently proving troubling to overcome. However, it is suspected that the Republic's intentions may be getting to the heart of the Order's leadership, and cooperation may yet again begin to flourish.
Foreign Affairs is tasked with treating the Order as an equal and as the superior knowledge in the extermination of the Nomads.

Unione Corse

General
The Unione Corse are a Gallic-base criminal syndicate based off the ideals of the ancient Corsican Mafia, and as such act similarly to the Hogosha of Kusari, with an exception of prioritizing profit over civilian protection. They often deal with many of the criminal bodies of Gallia and Sirius alike, notably the Gallic Brigands, the Hogosha and the Gaians. Recently, after the clash of R.N.S. Arles and C.L.N. Oblique, the newly established Minarchy of Provence rose up from the Corse presence on Marsailles. They have few recognizing powers, but are accepted by the Council, Crayter and possibly even Bretonia.
Relations
The Republic has had spotty relations with the Unione in the past, and only recently has attempted to reach out. The Corse, understandably cautious about trusting a Maltese body, have accepted neutral relations at this time, and are simply seen as the syndicate that they are. The Minarchy specifically has received, legitimate or not, recognition by the Republic as the governing body of Provence, and are expected to act similarly to the rest of the Corse.

The Maquis

General
The Maquis are a revolutionary group allied to the Council that work through terrorism to overthrow the Gallic Monarchy. Until recently, their actions have been quieter, and have received less notice than the Council in the past few years. However, with their recently resurgence of activity, the Maquis have become a noticeable force against the Royalist Navy of Gallia, and are expected to continue operations both against the Crown and the homeworld's forces for months or years to come.
Relations
The Republic has had substantial contact with the Maquis as of late, both via standard transmissions and through space-based contact. Armed Forces and Maquis forces worked alongside each other during the Toulouse evacuation, and were relatively cooperative given recent political schisms. It is expected that the Republic will continue to work with the Maquis through the next few months during the Tau Sector reconquest, and chances are high for possible alliance.

Empire of Kusari

The Empire of Kusari is a Major House and the primary colonial opponent to the Republic in terms of territorial compromise. The first house to submit to Gallia after their invasion into Sirius, the Empire was shortly a Republic of its own after their submission to the Gallic Crown. Having been reunited with their Imperial side, they have since been reunified into an Empire once more, sparking conflict against Rheinland in the Sigma systems.
Relations
Relations between the Republic and Kusari have been close to non-existent for centuries now. Since even before the reformation, the Republic has considered Kusari to be a hostile nation only suitable for raiding and conflict with. However, with the growth of the Republic's range of contact, the Republic is massing plans to cooperate with the Empire on certain issues such as Cardamine inflow and joint governance of the Tau sector.

The Istituto di Ricerca Militare Maltese (Maltese Military Research Institute) are a relatively unknown nationalist force suggested to be comprised of military personnel based out of the Corsica Shards in Biscay. Openly and directly in support of the Nationalist forces, they are seemingly fully in support of the archaic 'Orange Dream' and are openly against allies of the Maltese.
Relations
Diplomatic relations between the Republic and the 'IRMM' are non-existent. Due to Republic policy with outside minor powers, the Republic formally does not recognize the IRMM as a group, instead labeling them as a 'Nationalist Terrorist Organization' in regards to their assaults on Republic forces and allies of the Republic. Relations likely will not grow, and will only sow the seeds for further distancing from the Maltese people.

Maltese Unitary Republic of Hispania

The Maltese Unitary Republic of Hispania (shortened to MURoH) is a separatist state of the Maltese Nation following the traditions and nationalistic zeal of the National Council before them, feigning the creation of a new Maltese governing body. The MURoH appears to be a loose confederation of Don states, still run economically through the use of slavery and imperialist strategies to increase the influence of their cause through aggression.
Relations
Diplomacy between the Republic and the MURoH has been stressful ever since their declaration of a new sovereign state of the Maltese People despite the Republic's existence. The MURoH's policy, seemingly fueled by the progress of the National Council before, against allies of the Republic has forced the Cabinet to disregard their existence, labeling them as a 'Nationalist Radical Group', not tied to any real amount of Maltese leadership due to the Republic's rightful claim to Maltese governance.
It is expected that the Republic may need to deal with the MURoH primarily in efforts to retake the homeworld from the occupiers.

Lipari Colony - Planet Borneo

LIPARI
Overview
Lipari Colony is a joint Crayter/Malta colonization initiative located on Lipari Island in the Borneo Sea. Overseen by the Colonial Affairs Department, the colony is home to the majority of the Republic's population, and is on a rise in numbers.
With the success of Lipari Colony, the Colonial Affairs Department has begun looking outwards as well as farther inwards, looking to the stars for any further habitable planets within the Tau Sector. Effort has also been made into researching the viability of small cardamine domes within the colony. Such devices would theoretically allow the colony to sustain its intake of cardamine and distribute the substance back to Crayter or to the outside where it would be needed.
Future Plans
Operation Zest
Operation Zest is the shorthand code for the planned but not enacted effort of introducing Cardamine domes to the colony at Lipari. Such effort would have to be made to prevent exposure of the substance in its raw form to the planetary environment, but research is proving promising. Expected initiation of this project is unknown, but is planned to take no more than 5 months for the completion of the domes.
Operation Ascendance
The Armed Forces is looking to establish a working major spaceport at the island for quicker access by aerial craft. This effort would take a deal of effort, though nothing past the expected production of the colony already. Such would activate a orbit-to-ground landing procedure accessible from space that would land the craft in question at Lipari, allowing for quicker access to required supplies until the colony is self-sufficient. Expected time to completion once activate is 8-12 months, depending on weather and environmental hazards.

Colonization - Planet Baja

BAJA
Overview
Planet Baja is a terrestrial planet located within the inner ring of Coronado's habitable zone, yet experiences little to no heat containment due to a lack of a deep atmosphere. The planet has been labeled as part of a set of terraforming endeavours prepared by the Republic to expand Maltese influence beyond the homeworld in a prosperous manner, and coordinate with the Crayter Republic and the nearby major houses in the hopes of establishing a new foothold within the Coronado star system.
Efforts are slow, however, and operations on the planet are progressing at a pace similar to that of most other terraforming sites across Sirius.
Colonization
The planet is expected to require terraforming before initial colonization efforts can take place. Operations are already underway scanning and investigating the planet for terraforming potential, and while significant levels of water and frozen carbon dioxide have been located on the surface, the planet lacks a significant atmosphere to provide much basis for terraforming. Solutions to this extend to the mighty geothermal valleys in the north of the planet, which may assist the planet with terraforming capability.

Survey - Tau-35 system

TAU-35
Overview
Not much is known about what has been surveyed as the Tau-35 system. What has lists it as an intermediate Tau sector system nestled somewhere on the outskirts of the Barrier Rim, the large blanket of ice asteroids that comprises much of the Tau cluster.
Discovered through happenstance by the M.R.V. Delphi in a long range scouting mission into the Barrier, the system has been charted as being located somewhere between the Tau cluster base and the far west of the Kusari region. Specifics of the system are unknown, but broad scans of the system indicated numerous anomalies that may be of use to the Republic in the near future.
System Layout
The planetary system of Tau-35 comprises one planet on a fairly long orbit around a binary star system. The sole planet of the system lacks a moon, and is thus the only astronomical body within the system save for the system's stars. To the far west of the system lies the edges of the Barrier Rim, the large wall of icey rock adding a significant 'barrier' to the system's accessibility as a whole.
Planetary Body
The system's sole planet has been designated 35-Tenerife, after a historic Hispanic island on Ancient Earth. What minimal scans of the planet that have been taken indicate that it is primarily a tundra planet, the surface rather cold and often covered in a thin layer of snow. Temperatures on the planet's day side often rose to above freezing, but only just, before plummeting back down to -60°C~ on the night side. The planet appears to rotate once on its axis once every 37.5 hours, and orbits its parent star at an average speed of 14km/s, giving it a roughly calculated year of 485 standard Sirian days.
The planet is suspected to harbor life, as evidenced by the starkly present view of water oceans from orbit.
Barrier Wall
The Tau-35 system is bordered on its westerly edge by the large wall of the Barrier Rim, creating a significant block between Tau-35 and the area within the Barrier. Composed of a very dense field of asteroids, the Rim presents a very real navigational hazard, and has likely been the reason Tau-35 has been so secluded despite the exploration of the Barrier over the centuries.
The system as of yet is known to only contain two jump anomalies: One to the north end and one near the Barrier Rim to the south. While not a part of the Sirius Inter-Connected Network, the system does appear to be part of a smaller network that may likely be composed of numerous other systems across the sector that have yet to be charted.

Survey - Tau-27 system

TAU-27
Overview
Common among systems within the Barrier, Tau-27 appears to be farther entrenched within it than even Tau-23. The system is absolutely littered with asteroids, a sole gas giant to the north of the system blocking the horizon from being filled with eerie glowing rocks. Not much can be told about this system other than its unusual remoteness compared to other Tau systems, being located a considerable distance from the Tau-cluster.
Lone Planet
The sole planet of Tau-27, dubbed 27-Uphrates, is among the densest planets ever charted within Sirius. The planet is absolutely massive, which explains the lack of other planets and gas clouds from the system's formation. In addition to this massive density, the planet also has a very strong gravitational pull, and was even suspected to be conducting small-scale nuclear fusion within its depths. The planet itself is very likely a brown dwarf, and an exceptionally failed one at that.
Gravitational Disturbances
The high amount of gravitational pull around Uphrates was noted to cause a rather unusual phenomena. Around the planet lies the system's only known jump anomaly, which leads to the system designated Tau-51, in addition to a considerable amount of baxter objects. It's not quite clear why these have bunched around the planet, but Uphrates' depth against the fabric of space-time is hypothesized to be the cause. More prominent scans can be made once access to the system is achieved on a larger scale.
Asteroids
The Tau-27 system's other starkly noticeable feature is the system's vast asteroid field, which has been theorized to be even more dense than Tau-23's. The explanation for this is not known, but what has been scanned reveals that there is an absolutely massive amount of raw materials within the system, including Niobium, Titanium, Uranium and Platinum. It is likely that the system will not be left alone for long once revealed.

Survey - Tau-51 system

Overview
Using telemetry from emissions, the Tau-51 was discovered to be far to the north of the majority of other Tau systems, and thus is in a realm of its own. Delving into the uncharted territory beyond the Barrier into the inter-Sirian expanse, the system appears to contain a multitude of planets, as well as water vapor cloud pockets.
The system is also an unusual source of radio waves, evident from one of the thicker patches of nebula within the system. While scans were possible, none pierced the cloud enough to determine the source.
Planetary System
The Tau-51 system is host to at least 3 planets, one moon and a captured planetoid, at least one of them known to be habitable. The icey world designated 51-León is known to support life as evidenced by rampant biosigns on the surface, and is readily protected from asteroid impacts by the gas giants of the system

Operation: Pedestal
Status: Pending
PEDESTAL
Overview
Operation: Pedestal is the codename for the overarching military campaign against the corrupted Maltese leadership and the eventual capture of the homeworld from the illegal cartels of Malta proper. Laid within are six major offensives planned for the campaign, each relying on support from foreign powers to back the Republic through to the end, powered primarily by joint operations from the Armed Forces and Crayter Military.
Exercise: Mohandas
Exercise Mohandas is the codename for the beginning phases of the invasion of Malta, and the beginning of corporate warfare for the Republic against the dissident nationalists. Exercise Mohandas, following the namesake, involves the starving of the vital lines of support for the homeworld on both fronts (Tau-37 and Barcelona) and requires hard effort from the Armed Forces and allies and supporters of the Republic to succeed. Exercise Mohandas is expected to remain in effect from the beginning of the invasion to the final steps.
Civilian losses are expected to be minimal. Dissident forces of the nationalist leadership (primarily National Council, secondarily Legion Maltesa) are primary targets and are to be focused in the event of a brawl.
Operation: Windmill
Operation Windmill is the current codename for the first combat steps of the Invasion of Madrid. Assuming Exercise Mohandas removes the Maltese ability to coordinate supplies and forces the Navy to take steps, efforts will be taken to secure the passage into Aragon and Barcelona from Tau-37 and Sigma-19 respectively. Support from local Crayter and GMG Paramilitary forces will be paramount to the success of each sector of Operation Windmill, though the outcome of this operation will determine the final invasion approach. Should both entrances be fortified, then primary assaults towards Malta will begin in the Tau theatre, where the Republic holds the most backing from the Crayter Military.
Civilian casualties are expected to be minimal to non-existent. Battleship Aurora will lead Force 37, while local GMG forces will lead Force 19, backed by Task Force Pacientia.
Operation: Cyclone
Operation Cyclone is the codename for the second step of the Invasion of Madrid. Depending on the outcome of Operation: Windmill, Cyclone may see three possible executions.
Tau-37 victory, Sigma-19 loss:
Should Tau-37 prove victorious and Sigma-19 prove a failure, forces will be moved into Aragon, where the local garrison will be removed by force. Objectives for Operation Cyclone will be to scatter the nationalist forces, breaking coordination and seizing Genoa and San Remo orbit. Secondary targets will be Planet Albegna orbit and the ship production facilities at Venice. Dreadnought Ravager will link with Battleship Aurora, paving the way for Task Force Imperium to secure the system.
Task Force Pacientia will continue to assist GMG elements in containing the rampant Maltese excursions from the Barcelona system.
Tau-37 loss, Sigma-19 victory:
Should Tau-37 prove a failure and Sigma-19 prove victorious, forces will be diverted to the Barcelona system. Fortifications within Tau-37 will hold the assaults from Aragon as Task Force Imperium moves to link with Pacientia in the Sigma sector. This may prove troubling as the Empire of Kusari will likely oppose lawful Maltese fleet movements within the Kusari region, thus proving mobilization threatened and a military conflict possible. Dissident Chrysanthemum forces may also interfere, the 'Orange Treaty' proving to be a failed reasoning of justice on their part. Should mobilization prove successful, Dreadnought Ravager will lay the groundwork for the invasion of Barcelona. Galicia and Ruiz will be primary targets, and Elysium orbit is to be secured at all cost. Order support will be large and counted on during this part of Operation Cyclone.
Task Force Cariana will provide support for Tau-37 defensive units. This outcome is noted as 'very unlikely' to strategists.
Tau-37 victory, Sigma-19 victory:
Should both Tau-37 and Sigma-19 prove victorious, forces from both sides will be authorized movement into the neighboring territories of the Maltese homeguard and capture may begin. For Aragon, primary objectives will be Genoa and San Remo orbit, with Albegna and Venice being secondary. Total occupation of the system is expected to be swift. Barcelona will be straightforward, Ruiz and Galicia being primary occupation points for Task Force Pacientia, followed by total occupation of the system.
This outcome is noted as 'extremely unlikely' to strategists.
Exercise: Kneecapper
Exercise Kneecapper is the codename for the promising disarmament of the Maltese Navy before the Invasion of Madrid. Kneecapper is assuming a highly likely victory within Tau-37 and a loss within Sigma-19. Military forces in the Tau cluster will push into Aragon, capturing what locations that are possible and moving to make skirmishing runs on the capital. Open assaults on civilian shipping will be authorized for associated nationalist regimes (Legion Maltesa, National Council, etc.), but forbidden for independents and local guerrilla forces.
This exercise is expected to transition into the final push for Malta.
Exercise: Backdrop
Exercise Backdrop is the codename for the backup disarmament of the Maltese Navy before the Invasion of Madrid. Backdrop is assuming a highly unlikely victory in Sigma-19 and a loss in Tau-37. Military forces in the Sigma cluster will push into Barcelona, capturing what locations that are possible and moving to make skirmishing runs on the capital. Open assaults on civilian shipping will be authorized for associated nationalist regimes (Legion Maltesa, National Council, etc.), but forbidden for independents and local guerrilla forces.
This exercise is expected to transition into the final push for Malta.
Exercise: Blindspot
Exercise Blindspot is the codename for the tertiary disarmament of the Maltese Navy before the Invasion of Madrid. Blindspot is assuming a extremely unlikely victory in both Tau-37 and Sigma-19. Military forces will storm both fronts, capturing what locations that are possible and moving to make skirmishing runs on the capital. Open assaults on civilian shipping will be authorized for associated nationalist regimes (Legion Maltesa, National Council, etc.) but forbidden for independents and local guerrilla forces.
This exercise is expected to transition into the final push for Malta.
Operation: Castle
Operation: Castle is the codename for the Invasion of the Madrid system and the capitulation of the nationalist regimes to the lawful Republic of Malta and the Armed Forces. The operation will begin after sufficient skirmishing between Maltese forces and nationalists has been deemed acceptable, and have softened up the defenses of the homeworld to such an extent that an invasion is possible.
The invasion will involve three major events.
Battle of Valetta:
Phase One of Operation Castle is the removal of Valetta Shipyard as a logistical factor to the enemy. A large-scale nuclear payload will be fired at the station, disabling the station's command structure and wreaking havoc on the mooring yards, allowing for the the Armed Forces to fight an enemy with the inability to repair their fleets. With Valetta removed, phase two can begin.
Capture of Malta:
Phase Two of Operation Castle is the removal of the garrison located at Malta proper. The local defensive force will be left without a location to base from, and left without logistics to feed their defense. Biscay is too far a flight, and the Razgriz Abyss will prove too treacherous. Once the defensive force is taken care of, phase three can begin.
Invasion of Malta:
Phase Three of Operation Castle is the invasion of the planet itself. Maltese Marines will descend upon the planet and storm the governmental offices, as well as every city planetside. Once opposition has been removed, and the planet is deemed safe, phase three can be marked as complete.
Operation Castle will mark the end of Operation Pedestal.

Operation: Immolating Flame

IMMOLATING FLAME
Overview
The reconquest of the homeworld begins with the removal of the oppressor navy one warfleet at a time. Far beyond the protective veil of the Maltese Homeland lies Dreadnought Basilica, a fortress of guns and steel nestled within the Barrier Nebula assault our ally's home on Planet Yuma. After the destruction of Carrier Group Helios, the Basilica marched into Coronado a few months ago, declaring a holy war of sorts on the Crayter homeland. We must turn this around.
We must turn this to our advantage.
Operation: Immolating Flame aims to either destroy or, preferably capture, M.N.S. Basilica in the hope of turning her into a strong symbol of force for the Republic's efforts. Through a combined attack, the Crayter Military will act as a diversionary force for the Republic and a small task unit of the Crayter fleet to sneak in and wreak havoc on the Basilica's defenses. It's hoped that the Crayter Military will be able to defeat the Basilica's armada, leaving the command warship free for the taking.
Casualties are expected to be high. However, with the addition of Destroyer Abaddon to the Republic's arsenal, the outlook should be high. Should Dreadnought Ravager or Incisor be completed by this time, odds will be heavily in favor of the Alliance.
Preparations (Exercise: Liseda)
In preparation for Operation: Immolating Flame, resources will need to be diverted towards the offensive, and considerable effort made to shield the operation from the eyes of the nationalists. Exercise Liseda will involve the transport of Marines to the Main Flank Fleet Move in to secure or remove the Basilica.
Main Assault (Operation: Immolating Flame)

Operation: Resurrección

RESURRECCIÓN
Overview
Dreadnought Ravager has been a vessel that the Armed Forces has been looking at acquiring ever since the return of Locklear to the Hellfire Legion. However, given recent events, the decision was made to offer to the Legion the option of restoring the Ravager and building a new 'Perpetrator'-class Dreadnought as a replacement. For which side was up to them, and in the end the decision was made to fund the construction of a new 'Perpetrator'-class Dreadnought for Malta, and revitalize the Ravager to compare to warships of the modern era.
Operation: Resurrección will involve two separate acts, both taking place within Vespucci.
Dreadnought Ravager
The original part of the deal between Malta and the Legion, the Ravager has been deigned to remain within Legion service, as well as receive upgrades at the expense of the Republic, in exchange for the construction of a new 'Perpetrator'-class Dreadnought to take her place in the deal between the Legion and the Republic.
The Ravager, as detailed in communications between the Legion and Malta, suffers from an out-dated gunnery computational system, completely inactive engine cells, jury-rigged electrical systems and a degraded armor system that, while manifesting the Legion's motto on the bow of the ship, has remained in place since what can be assumed to be the early 810s. A new computational system will need to be installed and wired in, the engines revamped and inspected for clocking capability, and the armor replaced piece by piece with newer, more modern stiffened durantium armor plating.
Efforts will be made to keep the ship intact in the event of intruders, and sectionalized upgrading will need to be undertaken to retain the ship's status as the system's guard dog.
Expected completion time: 5 Weeks - 2 Months
Dreadnought Invictus
The Republic was always aware that the Ravager may have been a cause too far past capability to undertake, and the idea of constructing a new 'Ransuer'-class Dreadnought was always entertained through the use of drydocks of the Republic's ally in Crayter. However, with the cooperation of the Legion and the activation of Operation Resurrección, the idea of the Dreadnought became one of reality.
Dreadnought Invictus will overtake the Ravager as the keystone of the deal between the Legion and the Republic, and will be constructed by the Legion with material support by the Republic's Commercial Department. Technological improvements from the 'Ransuer's design will be incorporated into the ship's design philosophy, allowing for the ship to very easily take its place as the flagship of the Republic's Armed Forces.
Expected completion time: 2 Months - 3 Months
