Bug: Change in Reputation after paying a bribe in Bar does take effect while still landing but reverts to old Rep as soon as took off from base. Bribe for fixing with Gallic Royal Enclave on Tau-23 for 1,250,000 credits. Happened several times.

I doubt that's a bug, you most likely tried to bribe a faction that is rephacked towards your own. If a faction is rephacked, the effect you described above will always happen. You can find a list of rephacks here. I hope this helps.
