We of the Rheinland Federal and Imperial governments issue the following unanimous declaration of armistice and reunification to preserve and strengthen the people and state of the House of Rheinland:

We recognize that the Imperial coup of 827AS from which the Rheinland Imperial Government emerged was an expression on behalf of the Rheinland people for the desire towards industrial self-sufficiency and mercantilist economic planning.

We recognize the continued survival of the Rheinland Federal Government reflects the will of the Rheinland people for a democratic system of government founded on the prioritization and protection of personal and political freedoms.

All participants of the Rheinland Civil War on behalf of the Federal and Imperial governments are issued blanket amnesty for all actions leading up to these Holstein Accords.

We resolve to embrace both perspectives as the desire and will of the Rheinland people, and we will do so by dissolving the Imperial and Federal factions to form one united Rheinland House built upon the founding principles of both.

To that end, the following is a set of negotiated terms issued as the final proclamations of the Imperial and Federal governments to close the Rheinland Civil war under the Holstein Accords:

Section 1 - The Sovereign Borders of House Rheinland
- 1.1 - Rheinland Space shall be defined as: The systems of New Berlin, Hamburg, Stuttgart, Frankfurt, Thuringia, Cologne, Omega 7, Luneberg (Sigma-15), Munich, Dresden, the secured space around Rugen Station in Omega 3 per the Rugen Accords, the secured space of five (5) kilometers radius around Ennibeck Spaceport in Omicron Delta, the established boundaries around all Rheinland Embassies and designated diplomatic missions per the Hamburg Proclamation of 538AS.
- 1.2 - All populated worlds and colonies located in New Berlin, Hamburg, Stuttgart, Frankfurt, and Thuringia will be classified as Core Worlds.
Section 2 - Governance of House Rheinland
- 2.1 - Legislation shall be executed by the Senate, Tribunate, and the Emperor
  - 2.1.1 - The Senate will consist of ten elected senators per inhabited core Rheinland planet, and will serve a term of ten years. Senators will appoint the planetary governors of their respective home planets.
  - 2.1.2 - The Tribunate will consist of four year term tribunes, and directly elected by contiguous districts of ten million citizens each on all populated Rheinland planets and installations. The Tribunate of each world may exercise veto rights on all senators and governors of their world by simple majority.
  - 2.1.3 - The Emperor will be selected from a pool of eligible heirs by a simple majority of the Senate and confirmed by majority vote in the Tribunate, and will reign until death or abdication. The Emperor has the right of supreme veto over all declarations of war. The Emperor has the right of a qualified veto over all acts of the legislature and executive, which may be overruled by 3/4ths majority of both the Senate and the Tribunate. The Emperor will confirm and swear the elected Executor, and may dismiss the Executor.
- 2.2 - Enactment of the edicts of the Rheinland State shall be accomplished by the office of the Executor
  - 2.2.1 - The Executor shall be the head of the office of the Executor, and will be tasked with enforcing the laws and will of the Rheinland State.
  - 2.2.2 - The Executor will be elected by compulsory direct popular vote by all Citizens of Rheinland every ten years, must be confirmed by simple majority of the Senate and Tribunate, and confirmed and sworn in by the Emperor.
- 2.3 - The Laws of the Rheinland State will be interpreted by the Rheinland Judiciary
  - 2.3.1 - The Judiciary will consist of two Supreme Judicators per core world, and selected for lifetime appointments by Planetary Governors.
Section 3 - Policies
- 3.1 - Complete amnesty for all members of the Imperial and Federal governments, and organizations acting on behalf of the aforementioned for all events leading up to the ratification of these Holstein Accords.
  - 3.1.1 - All of the following organizations are explicitly absolved of their previous unlawful classifications and issued general amnesty for PAST crimes:
    - 3.1.1.1 - The Bundschuh Party of Rheinland
    - 3.1.1.2 - The Unioner Party of Rheinland
    - 3.1.1.3 - The Technocracy of Auxo
- 3.1.2 - Restoration of all properties seized from Rheinland Corporate Entities
  - 3.1.2.1 - All corporate stations, ships, and materials seized by the Imperial and Federal governments in the execution of the Civil War will be returned to their previous owners if still intact.
- 3.1.3 - The Establishment of the Foreign Capital and Infrastructure Exclusion Act
  - 3.1.3.1 - No entities outside of Rheinland and her corporate interests may own infrastructure deemed critical or anti-competitive to Rheinland Interests by the Senate within Core Rheinland Space, excluding Thuringia.
  - 3.1.3.2 - Exemptions may be granted on a case-by-case basis by the Senate.
- 3.1.4 - Establishment of the Thuringia Special Economic Zone
  - 3.1.4.1 - The system of Thuringia is exempt from the Foreign Capital and Infrastructure Exclusion Act.
  - 3.1.4.2 - The system of Thuringia will be directly administered by the Thuringia Special Economic Zone Committee.
- 3.1.5 - Restoration of Rheinland Institutions
  - 3.1.5.1 - The Rheinland Police will resume administration of policing the space of all civilian Rheinland Core system space.
  - 3.1.5.2 - The Rheinland Military will return to defending the borders of the Rheinland State.
  - 3.1.5.3 - The Rheinland Marinenachrichtendienst will return to serving as the sole intelligence apparatus of Rheinland.
- 3.1.6 - Establishment of the Munich Emergency Governance Zone
  - 3.1.6.1 - The Rheinland Sovereign System of Munich, and all installations therein, will be administered and policed on behalf of the Rheinland State by the Rheinland Kameraden (KAM) until such a time that the state of emergency in Munich is lifted by the Senate.
- 3.1.7 - The Defense Production Appropriations Act
  - 3.1.7.1 - Daumann Heavy Construction will lease all non-Daumann corporate shipyards within Rheinland as part of a national defense rebuilding and refit effort.
  - 3.1.7.2 - Daumann Heavy Construction will purchase the exclusive right to manufacture the Uruz Heavy Transport from Republican Shipping.
  - 3.1.7.3 - ALG will maintain exclusive right to manufacture and use the GOLEM heavy transport.
- 3.1.8 - The Rheinland Defense Unification Act
  - 3.1.8.1 - The Rheinland Military and Police hierarchies will incorporate personnel from the Marinenachrichtendienst, and the Marinenachrichtendienst will incorporate personnel from the Rheinland Military in order to foster departmental good will, trust, and unity throughout the agencies of Rheinland.
- 3.1.9 - The Civil War Retribution Act
  - 3.1.9.1 - No member of any Rheinland Corporate or Government agencies may publically voice inflammatory political opinions to the effect of encouraging retribution of any kind on any party of the Rheinland Civil War.
  - 3.1.9.2 - No Rheinland Corporate or Government agencies may discriminate against people in any way, shape, or form on the basis of participation in the Civil War.
- 3.1.10 - Cologne Reclamation Mobilization Orders
  - 3.1.10.1 - The first deployment of the united Rheinland Military and the Rheinland Marinenachrichtendienst will recapture the Cologne system to establish the trade corridor between Rheinland and Gallia.
  - 3.1.10.2 - All installations re-taken will be returned to the original owners.
