HUDshift does the job, and it's included in the Discovery download. You've just gotta go into the files and change one or two things to activate it. One moment...
-Move hudshift.dll to Freelancer install directory\EXE
-Move hudshift.ini to Freelancer install directory\DATA\INTERFACE
-Open hudshift.ini. Find your monitor/window aspect ratio or resolution. It's at the top of the .ini.
-Remove the semicolon - the ; - from where it says [;HUDSHIFT] for your resolution/aspect ratio
-Save hudshift.ini. Launch Freelancer.
Some of those files might already be in the right places.
Mainly, you've just gotta open up hudshift.ini and tell it what your aspect ratio is.
in hudshift.ini comment out the first one and then uncomment the one for 16:9 and put 0.40 as the value

Can confirm, used to run disco on a 21:9, worked well with this edit.
