The problem is, it won't be that as far as I deduct from the description, it is more a "screw the government" pitrate bunch. Leeds resistance should cooperate/be neutral with the government to some degree in my opinion.
The Privateer ID would better for the "taking the matter into their own hands" approach in my opinion. If you use generic Pirate ID-d ship, you will be shot by everyone and everywhere, and your faction's lore will be lost in the bloodshed. Due to the distrust of the Pirate ID, it will be hard to RP with anyone.

If I understood the OP correctly, the idea is to give Bretonian Lawfuls things to do and it is not "Leeds Resistance".
Obviously that includes pirating Bretonian shippers which is not possible with the Privateer ID. The ID itself says "secretly supplied and sanctioned by Bretonia" and explicitly prohibits pirating Bretonian transports.
P.S. The only base in Bretonia, Pirate ID'd players can dock on, is Trafalgar, right?
Yes, but the OP states they want to get their homes back on Leeds. But if they use pirate IDs, they will be unlawfuls, and they will loose their access to Leeds, along with their homes and family. This part is still not clear for me.
Maybe Pirate ID can dock on Molly/Gaian bases, too, but I'm not sure.

They are the 'Pirates' fighting for the rest of the people that have lost their homes on Leeds. That extract is a small part of the story. When the account is activated you will see the whole story and hopefully that should rest your troubled mind
