The Ministry of Defense of House Bretonia have received a shocking information about one of your military high ranks. The reason why we contact you is because of his clearly stated racism towards House Bretonia and its people as well as threats concerning the House national security.
The person in question is Major Einar Harkonnen from Primary Military Fleet. From what we know the rank of Major should be high enough to serve as example to the lower ranks, lead its squadrons with inspiration and provide respect towards its House neighbors. I can not say if the major is an excellent pilot of yours but in our eyes he fails to maintain respect and on top of that is throwing around words of racism and hatred towards our people. Before I continue about this subject I will present you the log file of the pilot encountering this Major so you can see it for yourselves that something is wrong with him.

Considering this Major speech, the Ministry of Defense can't miss the fact that this person is openly admitting his hatred towards the people of Bretonia calling them capitalist slaves, accusing them of "stealing" resources (during a period of open trade agreement between our Houses), accusing Rheinland government of doing nothing to prevent this "stealing" process (revealing his disbelieves in his own House), openly humiliates House Bretonia by calling it miserable and of course the irony behind "House" is only revealing his assumptions that Bretonia is no House at all. On top of that in the end he concludes with - "The same might happen again soon." - referring towards a possible invasion or an attack coming our from Rheinland towards Bretonia.
I will state another issue - again involving Major Harkonnen. Admiral Hall from the Armed Forces have reported an incident where Major Harkonnen ordered a Rheinland Battleship to open fire on him. Thankfully a military admiral of yours arrived to negate that order. This is an old case but still the name "Harkonnen" presents on it and again his lack of respect and open hatred towards Bretonia can be noted.
Our conclusion is that this person is an example of someone that needs to be double checked before be sent on the field again. Perhaps something is wrong with him in terms of health stability or psychological pressure - we do not know. What we expect from your Government is to do something and punish this person, unless you are fine with high ranks of your military with unstable mind to fly around and humiliate the people of Bretonia and order capital ships to fire on them.
These incidents, the meaningless as they might look like, are revealing that some personnel of the military of our neighbors could be potential offenders of the laws between our Houses. And for that such individuals should be punished accordingly. "Watch yourselves, you are not welcome here" coming out from primary fleet high ranks, part of your Military High Command is indeed troublesome.
There is no need for our good relations to be ravaged because of the mistakes and attitude of a single person. I would like to assure you that this incident, once handled by your side accordingly, would be forgotten and we would be able to send more trading vessels which captains wont have to fear of being destroyed in your space by your military.

Thirteen days have passed since our message was forwarded towards your Government. Your silence is confusing us, especially after the presumption of a possible attack coming out of your military. If the accused high officer was speaking nonsense then at least say so instead to let us wonder if what he spilled was true or not. We did an attempt to re-send our message but clearly there was some kind of an issue with the transportation of the signal or your Government was looking forward to ignore an official questioning from their neighbours.
We hope that is not the case and respond would be delivered in the upcoming days.

We received information from the Rheinwehr that the officer in question, former Major Einar Harkonnen, has been discharged from military service yesterday.
It should be noted that while this incident is unfortunate, there have been several other reports on the officer's misconduct by other companies, private shipping agents and PMCs, thus he was put on probation, returning from a three years posturing on Munich. Since he failed to maintain the appropriate behavior, he failed the probation period.
Again, I should clarify, that no action against House Bretonia is planned, we will do everything in our power to preserve our positive relations.
