That depends, I know from experience that they will only change it for a good reason. (I.E. you set it to wrong one by mistake. or you have very good RP behind it.)
Here is the direct rule:

It's to prevent people from establishing a base under the pretense of a particular IFF, and then changing it, thereby disallowing surrounding factions from having the opportunity to destroy it in it's infancy when it's much easier to displace. Even if the motive of the change is innocent and harmless, the surrounding factions need to have the opportunity to react to the POB upon creation, whether good or bad. Save for exceptional circumstances where server gameplay might be affected, or innocent mistypes at the start, decisions regarding your POB are permanent.
I think at the very least if a POB changes ownership the new owner should be allowed to change the IFF. JM had a really awkward situation where upon obtaining VRs POB, Xenos were docking on it because it had a FL IFF. It was very strange.
