It has been a while ago since we had a talk et I wouldn't bother you either should there be no need for it, but recent intel and battle reports about GRN capital ship equipment include worrying information about the repeated usage of cloaking devices of unknown, supposedly alien origin. These alarming news urge us for caution, et most importantly, precaution.
I hope I do not need to remind you of previous occurrence of Nomad infestation within Gallia, I still remember your words about that we cannot be sure if it has been entirely purged from he house or not. Because of this The Council plans to continue conducting researches at fields like xenobiology, xenochemistry, xenoanthtopology et similar related subjects which may help us understand Nomads. The intel I mentioned before heavily suggests their return to the Kingdom, which I have no intention to wait out unprepared.
Therefor I intend to ask for something similar to the information, material et equipment exchange we already had in the past: I would like to ask for supplies of Nomad materials for our research teams so that they can turn them into knowledge as soon as possible. I know very well that in matters like this I could just as easily ask for your assistance, but I have no information about possible amount of hostile aliens we may encounter here, nor what you may have to deal with in the distant systems of the Omicron region, perhaps at the same time, thus in no way I would want to draw useful Order combat assets away from where they may also be needed. Instead, et in return, I am offering manpower, both scientific et military, as well as combat assets, but I can only offer these to aid you in your struggle against the alien menace as best as we can if the quality of our assets et the knowledge of my people about Nomads is on par with yours. I am also offering to share all intelligence information we receive about GRN et GRP movements as well as any scientific knowledge our researches may yield with your organization.
The magnitude of this threat is not entirely known to us yet, but I would rather remember this as false alarm we were overly prepared for than damn my past self for the meaningless death of many if it's real but hits us unprepared. I fear we may even be short on time, so I'm asking you to consider this et respond as fast as possible.

Right now I'm overlooking the repairs of the CLN Candide, an Obstinate-class Battlecruiser, which under my command has almost been torn in half from point blank range by a Slomon K'Hara entity uncloaking right in front of our vessel, according to data received from your organization et judging by it's size et shape it was likely a Marduk. Now that I've already overcame the initial shock et fright of my very first encounter with these aliens I am still wondering the reason behind the lack of response from you. Noticing some of your agents present at the scene just a few hours ago makes me think you are well aware of the events in Newcastle, given that the situation got this dire since I sent the previous message I would really like an answer to my queries.

Your message was delayed due to high load of work that has been on put on Overwatch over the course of December. Among other matters, we have had countered identical assault farther to the Galactic east of Sirius as one that occurred in Newcastle yesterday. We have been monitoring Bretonian activity in Newcastle for years, and it appears it finally backfired against them. The crucial difference is that while we managed to contain and terminate our incursion event in a single strike, Bretonian Armed Forces did not even attempted a direct siege of Nomad structure, codenamed "Shrine" class in our database.
Prior to battle, Sunderland research station and BAF garrison stationed in perimeter of installation went dark just before sending encoded distress call. With lack of any communication since or sign of any battle, we expect the worst: entire staff has been wiped out, by means currently unknown. Two likely candidates include Nomad assault from the alien derelict they have attempted research on, or infiltration of Infected personnel. We attempted to reach BAF leadership about it, however they remained silent about it. Personally, I consider they might have be too stubborn to swallow their pride, given they already consigned hundreds of lives to death or worse in their greedy quest for alien technology. I would like to be proven wrong.
That saying, your attempts to understand the Nomads must be deliberate and undertaken with exceptional care. So far, R&D undertaken by third parties outside of The Order's supervision cause further grief and destruction to the world. Such is the case of proliferation of cloak technology. Many of those in circulation are byproducts of Houses black op research, as more hybridized examples of this technology are found almost exclusively among remnants of 800 A.S. Rheinland's fleet that succumbed to infestation - and other cells allied to them.
What we advise is development of countermeasure to disrupt activities of - among others - Gallic Royal Navy. The Order is already in possession of technology behind such contraptions, with the only limiting factor being sheer inefficiency and level of complication that render devices based on it completely unfeasible for widespread implementation among the fleet. Currently we have no estimate concerning when cloak disruptor fit for mass production will become an option.
If only we could investigate example of Gallic naval stealth drive (no matter the condition, as long it is not completely destroyed), it would be just a matter of time to determine whether source of your problem lays with Nomads or other, more profit-orientated organizations. C'est good to finally hear from you. I assume that because you've dealt with your situation successfully while BAF failed to do so in Newcastle we'll be seeing more of you here, n'est pas?
While your concerns about the capabilities of Council's scientists are heartwarming I can assure you that similar to you trusting only your own I do trust my own just as well. I'm certain they won't make the same mistakes the researchers of the BAF did at Sunderland, mainly because they wouldn't study more than the flesh of dead aliens et the infestation-checking devices you brought us years ago would also be operational et utilised for regular security checks. Alien derelict countered, infiltration countered, c'est simple. We also have vast amounts of data about these aliens from earlier share of knowledge between Order et Council. While I asked Docteur Lavoisier to try looking for means of a countermeasure to these cloaks the same issues concern us as you: lack of efficiency of these disruptive devices makes me wish for a more symmetric counter to cloaking devices if possible, but apparently there are far more things we need to counter now.
My offer still stands, thought I already voiced my concern over a month ago about how we are running out of time, if the recent alien incursion in Newcastle doesn't mean time is up, I don't know what would. if further investigation is all you need to determine the connection between GRN cloak technology et Nomads, I am eager to invite you (or your delegate) to have a look around the entire Gallic Occupation Force stretching from the Tau region through upper Bretonia all the way to the wreck of San Diego Border Station in the California system of Liberty. But my own experience from yesterday made me cent pour cent sure what I've seen as an uncloaking Marduk matches the visual characteristics of an uncloaking Valor an operative of us caught some footage of earlier, except for the looks of the battleship itself, obviously. In light of that I do not think you coming to the same conclusion is a matter of "if", but "when". Besides that now it is not only the GRN we need to fight in the neighboring system of ours.
In dire times like this cooperation seems to be the only viable option for survival. What do you think, Admiral?

Bretonian Armed Forces have failed to answer our call, either towards High Command or our operatives at the time within House of Bretonia despite presence of their respective Admiralty in the field. Situation normalizing, I do not expect any further co-operation from their side as they traditionally view us as a threat to their sovereignty. From now on, we will have to act carefully as to not draw their government's attention to our deal.
Despite how close you co-operate on common issues, there is still considerable distinction between you two. Bretonian agencies will be unlikely to jeopardize co-operation and they do not perform any patrols over Council controlled space. They have other issues to address but I shall not overestimate wisdom of their already strained leadership.
Ishtar
The new class of Nomad battleship has been identified as 'purifier' in role: design evolved solely for purpose of war as we lack any evidence of it acting as what The Order calls 'mindnode' - or in simpler terms equivalent of command ship among the Nomads. That saying, while loss of a "Marduk" will be significant hit to their cohesion as an unit, what we have witnessed under codename of "Ishtar" is purely expendable asset.
Combat evaluation is still not complete and will require more encounters with this kind of warship. We will inform our allies as soon as progress is made.
Azurite
So called 'Azurite' ore is identified as seemingly other form of material - known to us as taking form of gas - utilized by Nomads for various applications in their unique chemistry and industrial processes. In reference to human technology, gas is largely useless and even harmful to our species. Pro-longed exposure is fatal. We have attempted to warn the miners but greed came ahead of own survival. Unfortunate.
Research project
It will be considerable safer to deliver relevant research materials to your Gallic counterpart through Rishiri as trip to Roussillon while not impossible, will pose greater risk. It is imperative that existence of those may not be revealed to anyone outside of personnel directly involved with the project. The Order very rarely shares its samples but I believe with our co-operation, all standards of safety and ethics will be upheld.
