To the esteemed Foreign Affairs Office of the Government of Kingdom of Bretonia.
Greetings once again. It has been a while.
Following the face-to-face meeting with Ms. Henriette Blunt and a follow-up discussion, we settled on sharing relevant parts of the Treaty of Rishiri with the Kingdom of Bretonia. This also happens in the light of the uncleared further approach for this message. It is our humble opinion that a joint approach of our both nations regarding this idea of a defensive treaty is the wisest path to walk on.
Below you will find the relevant paragraphs of the Treaty of Rishiri.
1) The Confederacy of Gallia and all its successors* and the Reformed Empire of Kusari and all its successors* hereby accede to an immediate state of peace between signatories and their recognized and contracted entities.
(*All successors will be bound to the Treaty of Rishiri until they forward a wish for renewed negotiations)
a) The Reformed Empire of Kusari and all of its successors will agree to an immediate non-aggression pact with the Confederacy of Gallia and all of its successors for the duration of five (5) years.
b) Reparation Agreement. All signatory parties hereby agree no side may be held in any manner liable for the war, and therefore no further reparations, compensations, adjudications, legal challenges or further measures, unless specified in the treaty, are required.
c) All signatory parties hereby agree to lift all hostile laws against all other signatories and adjust them to reflect a cold neutral stance.
2) The Confederacy of Gallia and all its successors will respect the sovereignty and authority represented by the Reformed Empire of Kusari over the systems of New Tokyo, Honshu, Kyushu, Shikoku, Tottori, Hokkaido, Saga (Tau-29), Rishiri (Tau-53) and parts of the Tau-31 system (Holman Junction, Trade Lane connections to Tau-23 and Tau-29, the surrounding space up to the "navigational middle" of the system)
3) The Reformed Empire of Kusari and all its successors will respect the sovereignty and authority represented by the Confederacy of Gallia and all its successors over the systems of Ile-de-France, Burgundy, Champagne, Orleanais, Picardy, Provence, Languedoc, Lorraine, Orkney, Roussillon and Zurich.
x) The Reformed Empire of Kusari and all its successors hereby agree to denounce the criminal acts of Gallic criminal organizations (the Maquis, the Gallic Brigands) and will treat them like an enemy of Kusari.
x) The Confederacy of Gallia and all its successors hereby agree to denounce the criminal acts of Kusarian criminal organizations (the Blood Dragons, the Golden Chrysanthemums) and will treat them like an enemy of Gallia.
As you can clearly see, accepting a deal with the Natio Octavarium - an organization thoroughly unknown and seemingly irrelevant to us - and the Crayter Republic - people who did little to restore the relation they damaged when they declared war on the relic of the past, the Republic - which clearly highlights that Kusari should jump to their aid in case the Gallic Union attacks them first, is out of question at this point.
Should the Gallic Union pose an existential threat to us much like the Kingdom of Gallia once again, the nation of Kusari will show them their place. Though our experts highly doubt that the Gallic Union is capable of risking a renewed war within the next five years, not even with a small power such as the Crayterians. They suffered greatly in their conflict with us and with the loss of most trade partners in Sirius, they have far greater issues to worry about than renewing an offensive against either of our nations.
However, we expect Bretonia to feel uncomfortable with our claim over half of Tau-31 but we can ensure you that this claim merely serves the purpose of monitoring the newly re-routed Gate connection to the Orkney system. The Gallic Union may not pose a significant threat to anyone at this moment, but it would be unwise not to monitor their activities around this newly established connection to the Taus more closely.
The Cabinet settled on two possibilities on how we shall continue:
a) The house of Bretonia and the house of Kusari create a treaty between themselves, addressing a defensive pact against Gallia and joint efforts in the suppression of Outcast and criminal activity in the Tau borderworlds.
b) The house of Bretonia and the house of Kusari will settle on a joint approach regarding the treaty proposed by the Natio Octavarium.
However, for b) to come in effect, the house of Kusari expects both minor parties - namely the Natio Octavarium and the Crayter Republic - to (re)gain the trust of Kusari before we will sit down at one table with them. Should the house of Bretonia favor the second option, we would welcome it if Bretonia was able to guide and assist both parties on their path to gain our trust and respect. Details about how we expect them to gain our trust can be addressed at a later point.

Konnichiwa, minister. You are speaking with Herbert Joyce, Esquire, at your service. I will arrive to New Tokyo shortly -- if you approve, of course -- to replace Mrs Blunt. She was recalled home after an incident in the embassy. It appears that she had taken a dose of hallucinogens, which she claimed were given to her unknowingly. The investigation should determine if this is true and if so, by who and why.
It would not be my first time in the embassy on New Tokyo because I used to work for Mr Dickens, who served as ambassador before the 814 Tau Crisis, but he is now retired. We should clear out the matter at hand to detail there and perhaps address Mrs Blunt too, if she has caused any problems for you, so now I will explain Bretonia's point of view in general terms.
The Crayter Republic is a Bretonian ally, hence Bretonia has certain obligations to them. A part of Tau-31 was not given to them, but leased, which means it is still nominally Bretonian space. We will speak with Crayter and ask them to make peace with Kusari, but we will encourage them with all means that they must insist to get Barra Anchorage back. As of KNF presence in the system, please understand that many in Bretonia still remember the unfortunate Tau War, and they will see such a relationship between us as non-reciprocal. Even if our government can be convinced that this is in our interest, we will never conclude the negotiations empty-handed. Kusari's presence in Tau-31 makes Kusari closer to New London than Gallia, and you and us all know that most people prefer to worry about what is happening right now, rather than what will happen in a decade or two -- and our government is interested in keeping its current approval rating.

Before addressing the matter at hand, I hope you do not mind to bring a status report about Mrs. Blunt with you. I am deeply sorry to hear that Mrs. Blunt got herself into such a - mildly spoken - less favorable position. She might not be the most experienced negotiator I have had the pleasure with, but we all started off somewhere, right?
Nothing speaks about a visit by you, Ambassador. You might notice a few changes around the governmental district but the embassy is still where it used to be.
The whole Tau-31 matter will be thoroughly addressed upon your arrival in New Tokyo, especially the situation surrounding Barra Anchorage will require our attention as it seems my prior explanation was a little lackluster.
I will make sure to get my hands on some of the Emperors own gyukoro supplies. I got a feeling that you are a man of exquisite tea taste and that you will thoroughly enjoy a taste of the best tea Kusari can offer.
