Well, I mostly mentioned the smuggling thing, because with the current ID as absolutely terrible as it is, people might mistake the Corse as a smuggling-only faction, which is simply not the case.

Why? I can't find anything to indicate that the Corse has had all that much contact with non-gallic junkers, and nothing to indicate they would be shooting each other. Everything I've found seems to indicate a cautious but mutally profitable business relationship.

As for the Hostile Non-Gallic Junkers: Several Corse infocards show a distrust of Sirians in general (the Corse have eyes watching the minefields 24/7 to observe incoming Sirian shipments to see which are worth robbing), several show a dislike of Gallic Junkers (several Corse infocards are about how they keep frauding them over and over, and how generally incompetent they find junkers to be), and a few openly mock the Sirian Junkers (A specific one that comes to my mind is a Corse who mentions that Junkers are such utter failures, even in Sirius they're considered to be nothing but a bunch of worthless wanderers.)
Their specific position in the trades of artifacts puts them in good relationship with the Hogosha, mortal enemies of the Junkers and their only true competition, which puts the odds entirely against the Junkers. They probably wouldn't kill them on sight, but you can sure as hell believe that this Junker would be in for a rough ride.
EDIT: Again, this doesn't mean this is the diplomacy of the ENTIRE Corse, but rather the most common, and simplest way to word their relationships on a daily basis for the group as a whole. Something that'd work in-game. Infocards can be interpreted in several different ways as well. This is my vision of the issue at hand. I'm not doubting that a few Corse wouldn't do business with them, as this is already a fact.
A true Corse diplomacy would have everyone as Neutral, really, all Zoner-like.
