BD shares tech with allies, while it would of usually been requested by BD to give it out, several parties have access to BD smaller ships.
Weapons are not really a topic I though of before, but usually, as far as we see it, the Katana and Tanto are free-to-buy, the Tachi and Nodachi are somewhat restricted but can freely be bought by allies while the GB is faction requested.
The whole reason the Katana and Tanto are free-to-buy, is that BD has to many allies and people that use both that it was hard to keep track of, while the VHF and Bomber are more left to allies and the GB is requested.
Sombra: Overall, I think you've done a good job, but due to my years of experience (when I was a lot younger) as a proofreader and volunteer experience as an editor (including the news for a previous version of Discovery, 4.84, I think), I've noticed a few omissions/typos:
1-2) The Moonbeam HF and Sunbeam VHF should be listed as being from Gallia in the factions column, as the Aurochs freighter is;
3) Immediately underneath the Aurochs listing is an IMG freighter called the "Free to Use" freighter. Was an actual IMG freighter supposed to be listed there? If so, that listing needs to be corrected; if not, then that listing needs to be deleted;
4) The Hayabusa LF should be listed as Kusari, since it is sold by both a Samura-owned planet and a Farmers Alliance base (according to the wiki);
5) Why is the Starblazer LF listed as "Free to use 420"? Does that mean the pilot needs to be a regular user of synthetic marijuana or were you using the real stuff when you wrote that?
6) Several ships are listed as belonging to the Union Corse, but the wiki claims that faction is the Unione Corse -- I don't know which spelling is correct, as I have very little experience with Gallia and I don't speak French;
7) Many ships belong to the Borderworlds line of ships and I think they should be listed as such;
8) The Mamoru bomber is listed as "Farmers only" (which should say "Farmers Alliance" instead) -- note that a review in the wiki claims that the Hogosha can also use it;
9) As with #7 above, the Renzu line of ships should be listed as such, even rhough Renzu isn't a full-fledged faction (it's a subsidiary of Interspace Commerce).
Note that I'm sure there are other errors that I haven't listed, as I'm too tired to continue for now.

1-2) They're classified as civilian, so even though they are Gallia, Gallia has no rights about them
3) Already fixed in the excel version, thanks anyway though.
4) Just as 1-2, it's civilian, so Kusari has no rights about the Hayabusa
5) Starblazer - just a gag ;3
6) Typo, will be fixed
7) Borderworlds = civilian
8) Another gag, Farmers only is a dating website. Everyone knows though it's Farmers Alliance (will be fixed in the final version)
9) Renzu = civilian
The list is entirely about having people know whether and who to contact in order to receive permission to use a specific ship, not to indicate inRP correctness. If a newbie reads "Renzu" or "Borderworlds", they could be confused with whom to contact. I'll remove the originating houses from the factions table once I have in-detail double-checked the corporations' grip on transports. Like, ALG and their transport, and the general attitude of gallic corporations on their ships (GMS).
It's work in progress, and as said in the OP, far from perfect. The main problem is the utter lack of some factions handling their technology with laws. Like, BHG| has literally nothing on information on their page (literally, it's one page in ther subforum) while I know their players take "you have BHG| equip but are not BHG dai" as justification to engage.
