Chihaya Hachisuka was flying her PRISON BARGE along in Shikoku, when all of a sudden, the Gen'an Cell, which she had once wanted to join, started shooting at her! Gasp! In her shock at being so cruelly betrayed, she could barely order the takateas in the kitchens mercy-killed before the Gen'an could get them.
The renegade Chrysanthemums finally blew up the Prison Barge, but Chihaya lived.
Chihaya woke up somewhere, and then she remembered. The Barge was waiting for her, with the survivors of her crew. So she pulled herself up and slipped out, no problems.
Soon, revenge upon the Gen'an would be hers. For rejecting her from their ranks, then shooting at her, she would punish them, severely. The rejection she could understand, but shooting at her? That made things personal.
The games would begin, but she'd probably the the only one having fun.
She first found a Junker, known associates of the Gen'an. For the high crime of associating with them, the Junker was hunted to Ames, where she docked like a coward, further fueling Chihaya's hatred of the Gen'an Cell, even though she probably really had nothing to do with them. Well, such was life.

All of a sudden, Chihaya came to her senses, probably because she ran out of booze.
"Wait a second. Why do I hate them so much? The way this ship is kitted out, they may have made an honest mistake. Ah well, they'll be out for my blood now. I'm not sure there's any forward for me but to just not go near them in the future. Farewell, Morioka, you were good to me."
And so the Barge flew through the Shikoku mists once more. Maybe if she waited a while, she could get the mess cleaned up, but not now, not today. And this booze was delicious. Then bliss. Maybe she'd find another fight. Who knows?
"And in other news, Ishikawa Aya is being awarded The Order of the Chain, the highest award ever granted to a civilian, for her efforts, more than any other, of serving the Empire of Kusari. Her brave assault on the Blood Dragons has stopped their movement dead in its tracks."
One gunshot later, and the roof above the telescreen had a smoking crater in it; Chihaya had just got her money's worth for the protective shielding around the screen, though in her mood-swinging state, she could scarcely appreciate that.
It seemed to her, more and more, that Gen'an was doing nothing but harm to the Golden Chrysanthemum movement as a whole, and indeed seemed to be agents of the government itself, striking down its more powerful domestic opponents. Perhaps it was fortunate for her that they had indeed not let her in, or else she would be dragged into a pointless war against the people who the GC were the main supply line of. Not that any of this mattered, she had only slipped into the movement with the promise of safe harbor and an offer of her kidnapping skills for subtle extraction of people in a plausibly deniable manner.
In a way, she liked the Blood Dragons. Their martial pride would logically make them a good fight, but she had yet to find one to find out for herself. Maybe she'd get lucky and find a really good fight in the future.
