I will not waste your time or mine seeking explanations and investigations into this matter. The Buro has always been welcoming of Junker convoys in our space, and we have a history of working with the Congress from time to time.
That being said, I have personally lost friends and family in the Liberty Rheinland war, and I will not stand for unqualified and unlicensed vultures indiscriminately desecrating a sacred site of our honored fallen.
I am not here to make accusations or levy fines. I am merely writing to send you a warning.
Anyone caught illegally scavenging our war dead will find their own wrecks joining them in penance.
If you wish to legally and respectfully collect wreckage and repatriate lost war heroes, then you may apply for a license and submit to supervised salvage.
The fee and training is much cheaper than death.

I just wish to comment on one thing! If this were the case that my crew member was in the wrong for transporting such delicate and fragile cargo surely they would have had no problem explaining themselves and the matter to me when i personally approached the situation for an explanation on the incident!
Give me solid proof that it was my crew member in the wrong and i will formally stand down, if you cannot provide proof of the reasons my crewman was shot down i will have to naturally decide to take a defensive stance!
I seek to find the truth of this matter, I hope you would be able to give me the truth with solid evidence and proof!
