Enough of the introductions, I come forward to inquiry about several matters surrounding the loss of Dublin to the terroristic separatist movement of the Mollys. First and foremost, the Empire condemns the lack of transparency and communication by the Kingdom of Bretonia. Further, the Empire of Kusari whishes to inquiry as to why the Kingdom of Bretonia decided to exclude BMM accompanied incursions for the purpose of Gold extraction to all foreign corporations, but especially the Keiretsu. We see no reason to deny them the possibility to accompany Gold extraction teams of BMM, as such operational risks are their matter to decide on and calculate with. This level of government interference goes much further than any previous regulation within the Kingdom of Bretonia, prompting our curiousity as to why the Kingdom of Bretonia - with all their respective consideration - decided to take this step.
The next point addresses the current volume of Gold extracted by BMM. We understand that the situation is not easy at all, though the lack of transparency by BMM led to a surge in Gold prices and most unstable supply chains around the Sector. If the Kingdom could shed light on the current monthly Gold volumes extracted by BMM, the Kusari Empire would like to enter negotiations about exclusive Gold contracts to ensure the Sector's stable supply with extremely crucial goods such as Kishiro Optronics.
On a personal note, I cannot stress enough the importance of stabilization here. Dublin's Gold is a crucial element within Sirian supply chains, crucial to the point that I urge you to reach out to our Prime Minister and Defence Minister. Whilst I urged them to take steps to assist you, they appear reluctant to take the first step. Please consider this, it is vital not just to the Kingdom of Bretonia.

The Kingdom of Bretonia holds our partners in Kusari in extremely high esteem, and I am writing to provide acknowledgement that the concerns raised are being duly considered by my colleagues in the Department of Trade and Industry, as well as appropriate officials in the Home Office, Foreign Office, Cabinet Office and Ministry of Defence.
The subject of Dublin is a somewhat fraught one, due to the inherent national security implications to the current situation. As an ongoing theatre of military operations, there are naturally broader considerations than the purely economic that directly impact the desirability of allowing foreign corporations access to the area. Such restrictions were of course duly published in the Bretonian Charter of Law, and are explicitly communicated by the officers of the Essex Great Fleet responsible for maintaining a full embargo.
On a preliminary basis I must also caution that we are unlikely to be able to disclose specific data regarding BMM monthly yields, on the basis of commercial sensitivity and state security. I can confirm that the Bretonian government and BMM continue to work in close partnership to manage ongoing Gold supplies and ensure the sector's ongoing - albeit limited - access to export stocks.
I note the critical importance of Gold stocks to Kusari's own manufacturing sectors, and your desire to negotiate a preferential access agreement. It bears mentioning that Kusari is not alone in requiring Gold exports for domestic manufacturing purposes. Any stock earmarked for privileged access by Kusari naturally comes at the expense of our other House partners, potentially damaging Bretonia's relationship with these partners.
While the Kingdom is not adverse to entering into such an agreement in principle, we would require additional detail as to Kusari's commercial offer. The Kingdom is of one mind with Kusari regarding the importance of market stabilization, and we are confident that the Armed Forces can achieve this objective through a military resolution in the near future.
Regarding your suggestion to contacting Kusari's Prime Minister and Defence Minister, may I ask for clarification as to the nature of assistance they may be willing to contemplate? This matter will naturally be passed to the Foreign Office - and Minister of Defence, as appropriate - to be progressed in a suitable manner.

Following a brief exchange with my superior, the Minister, a few advisors and the Prime Minister, we wish to change course.
While Gold remains a more crucial element to the economy of Kusari and thus shipwrights across the colonies than compared to outer houses economies, the Empire wishes to express the desire for a summit as we have not seen in many decades. The strain on the Sirian economy caused by the ongoing crisis demands an understanding and a joint course of action between the great houses of Sirius. Our Imperial Highness, the Prime Minister, expressed the desire to discuss the details herself with your Foreign Ministry.
In regards to our Defence Ministry, I shall clarify. Minister Majima managed to find out more on that topic and it appears our esteemed Defence Minister drew plans on how to aid the Armed Forces in retaking Dublin.
