For years, the Slavers' Union was a scourge on civilized society in the Sirius Sector, successfully executing raids on liners containing wealthy, unsuspecting tourists and container transports filled to the brim with political refugees alike, placing them in shackles and sending them off to fates unknown.
However, due to internal conflicts among Union leadership and subsequent lack of coordination after a coup, the Slavers' Union fell apart, most of its members falling off the map or joining whatever group was willing to overlook their past crimes against humanity and take them in.
Now, hard core of veteran Slave traders and raiders has decided that the time has come to resurrect the once-feared Slavers' Union. This time, however, the challenges they face will be greater than ever before, with improved police scanning technology and diminishing profit margins requiring new Slavers to become ever more persistent, or creative, in plying their trade in human flesh.
FACTION SUMMARY:
The Slavers' Union will work to enslave human cargo and traffic it to the highest bidder. Union ships will be tagged {SU} and use either a Junker or Pirate ID. The three ranks shall be: Probate, Patrician, and Consul. Junker, Outcast, and Freelancer bases will be used, as well as bases with non-default prices for Slaves. The Union will work to maintain friendly relations with the Outcasts, Rogues, and Junkers; all others will be considered targets for human cargo piracy but the Union will be open to negotiating with any faction. The Union prides itself on a flat, non-authoritarian leadership structure with regular open elections and will strive for reasonableness when negotiating with outside factions.
Slavers' Constitution:
A) The only two laws related to conduct in space are:
To never attack an {SU} vessel or any other vessel friendly to the Union
Follow the Natural Laws (//Server Rules)
B) Ranks: Probate: Probationary. Does not have voting rights.
Can be accepted by any Patrician or Consul, who then becomes the Probate's Sponsor. Must immediately post at least the ship's name and sponsor's name (or sponsor's ship) on the recruitment thread.
Can be removed by any of the following: 1) The majority of Patricians/Consul vote to remove the Probate; 2) If a Patrician or Consul presents irrefutable video evidence that the Probate attacked an {SU}-tagged ship for any reason whatsoever; 3) If found in violation of the Natural Laws; or 4) If the Probate's sponsor wishes to remove the Probate.
Can be promoted either by meeting requirements or by unanimous vote of all Patricians and Consul.
Must follow the commands of any Patrician or Consul. In the case that two such commands conflict with each other, the Probate shall follow whichever command was given most recently.
Patrician: Full member. Has full voting rights. Can be demoted or removed only be a three-quarters majority vote of participating Patricians + Consul. Consul: There can only be one Consul at a time. The Consul an veto any amendments to the Constitution within the prescribed voting period. The Consul also controls the faction tag and Union Bank and must keep track of all expenditures and receipts and present them to the Patricians upon request. Must stand for re-election at least once every six months, starting from the end of the most recent election cycle. If the incumbent loses the election, he is automatically demoted to Patrician. The Consul may delegate certain tasks to Patricians but the specific tasks must be posted to the entire Union. When the Consul leaves office, the new Consul can decide whether or not to continue to delegate the tasks. The Consul does not have the authority to force Patricians to obey any commands that are not either in the Constitution or in the Natural Laws.
C) Changes to the Constitution may be approved only by a three-quarters or greater majority vote of Patricians + Consul and can be vetoed by the Consul within the one-week voting period.
D) Votes on promoting, demoting, or removing members, or votes to change the Constitution, can be initiated by any current Patrician or Consul. Voting shall commence the instant after a different Patrician or Consul seconds the proposal. The proposal itself and the seconding of the proposal shall each count as one vote for the proposal. The vote shall last exactly one week, after which the vote is counted. Once a vote to promote, demote, or remove a member has been completed, no new vote to promote, demote, or remove that member can occur until at least one month after the previous vote ends.
E) Automatic promotion from Probate to Patrician shall be granted upon completion of six points:

2 points for every house military primary fleet or house police primary fleet ship destroyed
1 point for every Hogosha ship destroyed or house military or police non-primary fleet ship destroyed
2 points for every ship from which 1,000 or more humans are pirated and sold.
1 point for every ship from which less than 1,000 humans are pirated and sold.
0.5 points for every delivery of 500 or more Slaves to a base in Omicron Alpha or Dresden. Does not include Slaves pirated from other ships.
0.5 points for every contribution of 1,000,000 to the Union Bank.
In order to finalize a promotion to Patrician, the Probate must first make a one-time contribution of 5,000,000 credits to the faction bank.
F) Patricians are eligible for awards from the Union Bank:
1,000,000 credits for every Hogosha ship destroyed.*
2,000,000 credits for each ship from which 1,000 or more humans are pirated and sold*
1,000,000 credits for each ship from which less than 1,000 humans are pirated and sold*
500,000 credits for each separate Probate successfully recruited
500,000 credits for each separate Probate who the Patrician sponsors who is successfully promoted to Patrician
*These rewards can only be earned if a Patrician is piloting a ship tagged with the {SU} prefix.
G) Diplomacy:
We consider any ships carrying human cargo that are not affiliated with us to be fair game. We will not seek out fights except with House Police, House Military and any mercenaries hired to interfere with our business. However, we also expect that most lawful, and some unlawful, organizations will consider us enemies. We reserve the right to negotiate diplomatic and economic relations with any group or faction.
We will consider ourselves friendly to and therefore not attack: Junkers, Outcasts, Rogues
H) Bases:
We will use only the following factions as bases to start with (although we reserve the right to negotiate access with other factions): Junkers, Outcasts, Freelancers, bases with non-default prices for Slaves
I) Tag: {SU} for all ships except those operating undercover. Ships may operate undercover in order to either enhance smuggling operations or gather intelligence. Union pilots operating incognito must first obtain permission from the Consul and will not, under any circumstances, publicly claim any affiliation with the Union. These ships will not be considered to be part of the Union.
J) Ship types: Union pilots are permitted to use any ship allowed by their Identification card.
K) ID: {SU}-tagged ships shall only carry the Junker or Pirate ID.
