Oh, forgot to add. Admins don't see Governments or multi-faction councils as a thing of "power". Each government only has power because the official factions support it.

The specific examples, which shall remain nameless, were referring to one House. Your statement then encompassed all the rest, hence my question of proof or just 'gut feeling'?
Bretonia does vote, 1 vote per Faction plus we have a couple of non-Faction members. I am not sure of what your meaning in the last sentence. We, in the Bretonian Government have an equal chance to voice our opinion, on a subject, and vote how we feel. If there is any bias then it would be overruled by the rest who are not biased. I like to think that we do things fairly and for the whole House not just for our own benefit. If I even suspected that that was happening then I would drop out of the Government straight away.

Well well. Kusari has tried a democratic approach to governing the house but it eventually failed because of lack of participation.
Now we're back to a council of the official faction leaders but even that is plagued by lack of participation and more often than not the Kusari government decisions are just made by the [KNF] faction.
Now in reality the KNF shouldn't have a say in policy but somehow we have to decide as we'll be the ones enforcing the rules anyway. Of course, not having many active official factions is a big problem for government work.
As for the accusations of governments being 'unjust'. Well, I'd say they have every right to be as long as there's inRP justification for it. The Kusari gov will always treat requests from Samura/Kishiro with higher priority as that is simply how the world works.
The real problem is just the loooooong time it often takes govs to find a decision and respond to comm threads.
