Seeing how the Zoners are claiming we (The Core) are attacking the Freeport again (which we aren't), why should they be able to engage any and all ships and not just Core and those directly supporting them?
Because we thought that applying a blanket description would be much easier than specifying every single possible instance. Again - it is up to the players to figure out what to do with this line as well understanding any sort of roleplay consequences that comes from using it.
EDIT: They are not allowed to shoot themselves. This line already exists on plenty of IDs, though specifying their ZOI rather than a single system.

@Jayce : This time, Zoners can shoot their opposition themselves. Therefore, I assume there will be less of a need to bring ships that can actually engage. That was a big problem last time, as most engagements were somewhat shady rulewise. Now, it's crystal clear and no one would need to say: "hey, it's easier to bring a... Sair/OC/... than play a Zoner.
