NPC - no matter what do You call them - drones, rookies, garbage, fillers, NPC - are a part of the server life,
they are the part of RolePlay, and since it's an RP server - they cannot be cargo-pirated by non-pirate ID players.
Since IMHO - if You doing so - you are abusing game mechanics to gain benefits and that is violation of the server rules

So teaching newbies that in RP server it's fine to cargo-pirate NPC to gain cash regardless the ID - is more than wrong.
You want pirating players or NPC - good - but do that while using ID with allow you to doing so.
Yeah, that's crazyness, hands down. How do you think money is made in SP mode? They are not players, no server rules were broken by pirating them, regardless of ID used. Server rules apply to human players. The consequences of killing npc's are always Inrp. So if you are cargo pirating in a lawful ship, on a tradelane or by a freeport, just random NPC's, there's no rule being broken, and its not a game mechanic exploit. THEY"RE THERE FOR A REASON not just to add to the environment (they existed in SP before the RP server or RP was applied to Freelancer), they have collectible cargo for a purpose. What you gotta teach newbs is that they may face inrp consequences to their actions and get caught breaking the law(s). Just because you saw it that way and never touched an NPC unless you flew a pirate doesn't mean everyone else was or has to be that foolish. The rules apply to PEOPLE not npc's. Besides, why is a lawful secretly breaking the law to pirate other lawfuls (as long as its npcs) not role-playable? Lawfuls can smuggle, cheat, steal and get caught too. Most people don't prefer to farm npc's for money, they do so when they're new and have little other means. They grow out of it when they realize there are easier means of making larger amounts of cash that make NPC farming obsolete. NPC's are not people, the rules don't apply to them, Inrp laws apply to how we interact with them. NPC's are not 'part of the roleplay', they can become so if the players choose to involve them. If you pirate neutral/friendly NPC's as a quasi/lawful, it makes you a lawbreaker, not a server rule breaker.
Now, go and find me a precedent in the sanctions thread where they've sanctioned for non-rp justified NPC killing. You can't and won't because its ridiculous and the admins would be crazy to waste their time on such things. Rules apply to players, or I've got a lot of sanction reports to file on some NPC's that attack without RP all the time! Its like all the factions i'm hostile to, their NPC's just attack me, like we're at war so no more RP or something. See why that perspective breaks down on the small scale? Its left to be inrp so players can either deal with it themselves (not the admins), or its not being noticed anyways and doesn't really matter. No one 'only' farms npc's and stays on the server surviving from npc cargo profits. Its a phase, tell them there are easier ways to make money instead of telling them they're breaking rules (when they're not) or that they're bad rp'ers. NPC cargo piracy is no threat to the server, people are not saving for OP caps this way, its not that profitable.
