Just remove them and forget about them. Eventually keep the ships, make them balanced.

I admittedly only ever had one encounter with Phantoms, in Dublin. Was on my way to the gold fields when suddenly an Umbrage popped up in front of me. I went nope, nope, nope and flew back to New York. That shit scared me. And it was awesome for the exact reasons outlined by Spaz.
It sounds like you're rewriting the phantoms so heavily that they're completely losing everything that their faction was supposed to represent.
I also question the wisdom behind adding another npc faction to spread players out into..
But even if that was a good idea, wouldn't it be better to come up with a fresh idea for a completely new faction, utilizing some of the newer models in the ship submission section that currently don't have a home?
Rose-tinted glasses and nostalgia everywhere in here. I wonder why people hold the 'legacy' of the Phantoms as being so sacred all of a sudden?
I say this idea should be given a shot, in all honesty. It hasn't even been said as to what Phooms are being resculpted in to, and there's already this much backlash? Real talk.
