Before you say something... just think if you feel its normal, a Rheinlander ally (in this case a simple bounty hunter ID) to sit in New York and attack all liberty transports... what kind of RP is that? That is more a Xeno behaviour than Bounty Hunter, i guess...
Rulewise, it is fine. BDM| put a bounty on DSE indies and all Universal Shipping ships. You were their target, they properly played their role.
But, it is a low and crappy move by BDM to issue such wide bounty targeting transports in the first place. Instead of that, they should log their U boats and do what they should, instead of outsourcing it to third parties.
Blanket Bounties such as this is abusive and demotivating players caught in this conflict. It creates very short lived interactions as usually, indies are poorly armored and have no idea how to survive.

I wish there were rules and guidelines against bounties such as this, perhaps as limiting bounties to a certain zone of influence or only on maximum type of ships.

I remember raising issue about this. It fell on deaf ears:

Totally agree, but im still not agree with some faction can put a bounty contract in ALL vessels with that IFF. i can understand it if they put it in a specific liberty faction, but in all vessels!!!?? and about "playing their role..." not agree... he just said 3 lines (i posted them before) "Stop... ","You know you have a bounty contract in your head?","you know... i will collect it", that was everything in RPing...
Playing role and providing plenty of chitchat are different things.
I see pirate, who can properly spit out a quick and threatening demand much better roleplayer than one who asks how am I doing.
A bounty hunter or mercanary is there to make money by fulfilling contract. Their role is not to chitchat with you. Their role is to terminate your ship because someone paid/pays to do so.
So in short, using more words in chat does not make one a better roleplayer.

So the rule 3 then? "All attacks must be result of some form of Role Playing..."
