The lore seems a tad barebones. Keep in mind the Contari Lance and 101st together never really encompassed all of the Maltese forces. CL was, at its core, just a (crime) family that happened to be a little more important than others. The 101st kind of split off at some point to do their own thing.
As such, saying this group sprung into life out of some sort of desperation doesn't make a lot of sense. The disappearance of those two factions doesn't leave the "NPC faction" defenseless. On top of that, I believe the background of "Malta needed people shooting corsairs and that's who we are" is a bit bland to begin with.
Compare your lore to the Lance and the 101st's. It's a bit generic, isn't it?

Whoa, whoa. I didn't expect that defensive a tone as my feedback was meant to help improve your lore, not bash it.
I'd just suggest you reconsider your "We're trying to be generic" stance. Outcasts aren't [Insert other faction here]. They're Outcasts. They have Cardamine. They're pissed off because nobody likes them (or is like them). They most likely have a culture of sorts. The 101st incorporated these things into their lore, as did the Lance.
I could probably copy paste your OP, change the foreign language words into some language other than Spanish and use them for just about any faction in the game. I don't think that's ideal.

I'm not sure about this, but shouldn't Gallic Junkers be listed under unfirendly? They are loyal to the Gallic Crown, which is the enemy of the Outcasts.
GJ are loyal scum of the Crown, but they are still lowless scum, dealing with Cardamine is part of their behind-the-scenes business. One of the reasons they are still partners with Brigands too. And should both of them be with Outcasts as well.
EDIT: Plus last time 101st kinda tried to get to neutral with the Crown, afaik they got to the point of a ceasefire with GRN already. Not sure about that.
