There are still surprisingly more trading activity in Gallia than Kusari which is what the Royal Police's role now has to be in which they promote economic growth along with providing economic security which is why immediately the first rank can use transport under 3.6k and the second rank can use transports under 4.3k cargo. Gallia Royal Police will also intend to be a faction that will also be contributing toward the war efforts by transporting goods and necessities for the war of Gallia.
I'm afraid that's a bad comparison. The most important aspect of Gallia is currently the Picardy system, as many goods are produced there. RP contracts often demand goods from Picardy, and it also has the sellpoints for a few ores there. However looking at the daily activity in Gallia - and believe me, I'm having a very close eye on Gallia since I use those systems myself almost always when I need credits - traders alone won't suffice. By all means, the attempt of reviving the gallic systems and their factions is always welcome. However only during peak hours we reach the 70-80 players again, and even then they do the devil to go to Gallia. Instead, they move to where the action is, which is either Liberty, Bretonia or Omicron Delta. When you look at the regular logging times, you will find one or two people in Gallia, and very rarely those are serious characters. Like, I remember how often I saw Spider being completely alone in Gallia, doing his stuff.
While I personally always would suggest to not try and spread the activity over many houses, I can't imagine this attempt to last longer than a month, maybe two, until it will be abandoned again. What I strongly suggest is approaching player groups and see how you can 'stage' some activity until things are getting on their own feet. With other words, reach out for the playerbases of the Brigands, Marquis, Council, MRG and try to get some Gallia-internal events going. Make sure you all get in touch with each other, be cool to each other, so all parties involved will have fun to fly with and against each other. People usually are very curious when they see big amounts of people in certain systems, either because they are looking to join the activity or can't do anything without the player list anymore. One faction on it's own however is very likely to just be dropped after a few days, weeks or a month or two.
As for the comparison, keep in mind Gallia is a dead end. Kusari on the other hand is entirely consisting out of passage systems. I'm pretty sure Kusari definitely has more visitors than Gallia, maybe twice as much per day. The only thing Gallia currently benefits system-wise is the fact nobody is so desperate to log pirates in Gallia to attack the one person trading there.
^ Dont be so sure piracy is Completly dead in Galia, i had very good pew in Il-de-France couple days ago when not one but two pirates attacked my battletransport!
I never had one, though. I can only talk from my own experience and observations, but in all the time I do trading in Gallia, the only people I've seen myself in Gallia were, well, noname-ships. No GRN, no other traders. Just a bunch of Gallia restart ships or Republican/Samuras without more than "hi".

As someone who has recently been spending most of his ingame time as a brigand, I hope this faction is able to bring some activity to the central systems in gallia. Its very hard for us to get an interaction in gallia. Most of the only player presence there is from GMS or as Sombra said, un-tagged ships and people who aren't really looking for an interaction, but even that isn't that big of a presence and its very hard to search entire systems for them as a pirate.
Its a pitty but thats why I spend most of my time in the taus. It is much easier to get interactions there, while in Gallia I can spend an hour or two without finding anything. The only time I tried to pirate a GMS player I failed, because systems like Orleanais are to exhausting to search alone for a single trader, only to then miss it on every lane I search.

Gallia wouldn't be dead if people actually would do something besides krieg and shoot 24/7 in Gallia. From my experience there is some trading activity going on here and there, GMS is pretty active.

Actually I tried to play within Gallia. But it is something really hard, taking into account that you just cannot be Freelancer without being shot at by GRN players. Tried that, didn't work. I tried roleplaying Unione Corse, but what for if there's no one in Gallia? No one to RP with? A lot of Gallic factions are enclosed into Gallia, because they simply are either limited by ZOI or are just outright hostile towards factions they shouldn't really be.
