Rodrigo, It's simple really, the devil is the detail, though.
First, we start assembling an amphitheatre, an arena or ... colosseum? Yes, the Colosseum is way more telling! Anyway, that will be heart of our station, and we're talking about an object able to hold thousands, if not TENS of thousands of spectators. Every and each of them seated, it musn't be a mosh-pit, of course. The arena itself can't be a simple pit either. Fights absolutely have to be themed, which means that it's construction should allow us to easly move in and out desired objects... you know, the traps, fortifications, things like that.
Naturally, every station is equipped with some form of FTL comms, but I'm afriaid a simple transciever just won't be enough for our broadcasting purposes... but then again, that's really not my area of expertise. All I know is that whatever happens on the arena, it should be available for Sirius-wide viewership, whatever it takes! I suspect that we would need a whole station module dedicated just for that.
Next step, we build something I called "Los Bulevares" arround the Amphitheatre. Aesthetic walkways, and I mean very aesthetic! If we want to achieve what we want to achieve with this starport, we have to forget about crudeness of bare metal. Marble, arcs, sculptures, banners and ... gardens? Is that even possible?
These walkways will be surrounded by dedicated spaces to rent for... well, anyone! Anyone willing to accept laws of Imperial Coalition, and able to afford it. What would the price be? Well, It's up to you, mi amico. Price, of course, could be monetary, but what about ... a favor for the coalition? That doesn't sound like much, and, believe me, it will make all sorts of artisans and businessman, dissatisfied or just neglected by The Dons, flood into the station, expanding on it's available services and ... boosting it's overall attractiveness to potential visitors. What if someone outside of Malta will be willing to start his business on our station? Personally, I would have nothing against it. "Los Bulevares" could be expanded indefinitely, according to our needs.
Stage three is where we move in, and establish imperial institutions for the star city: The Guard, The administration, public baths, Courthouses, Guilds and universities. This move is, of course, done as preparation for the stage four of our project, which is... self sufficiency. Last modules we assemble for the station will be the habitats.
What do we end up with? A small empire, mi amici. Ultimate goal with this station's assembly will be to create a proto-imperial society of Malta. Si dice sempre il lupo più grande che non è. By it's beauty, wealth and safety we will attract more and more people to our ideals. And we... we gain an opportunity to test our principles and institutions, before imposing them on Malta.
... Small issue still remains. All those people have to live somewhere before the habitats are complete, and it's very likely that they will either live on Malta, or one of many Freeports. To ease their burden, I though of procuring one of those ships second handed, and renovating them for our needs.
We could offer at least sleeping cabins on the ship... But, if we're feeling adventurous, we could restore it completely, and offer regular transport services in and out of the star city. But then again, this feels best to be relayed to someone else. Fortunately we have one, particular cruise company offering such services Sirius-wide... but will they be ready to ignore the stigma of our people and ... cooperate with us?

He un-docked for a moment, saw me. Then docked again. Never came back out...
One of the Spa and Cruise ships wanted to open a comm to Malta, I told them they can shoot a message your way. Not sure what they want.

There is a number of tasks that require completing this week, any of you completing them is going a great service to the Coalition.
1.)
Following on from the failure of our convoy to bypass the Libertonian blockades, any solo runners can and will be still rewarded. There is currently 25,000 units left to deliver to the prime points in Liberty. New York, Texas or Pennsylvania. For every unit you deliver, I will top it off with an additional 5,000 credits, this is a first come first served matter. Our reputation is on the line here.
2.)
One of our traders came across a cache of Ageira White-boxes. And a fair few of them. If you encounter on your travels, any non-Liberty corporate vessels who maybe interested in acquiring some of these containers. Send them my way. I would suggest looking into Bretonia, given the state of their infrastructure, or the EFL if you can get a line on them.
3.)
The Gallics have again trespassed into Omicron Tau, and once more they were sent back with their tails in-between their legs. For you pirates among us, Languedoc houses a company of miners belonging to the Gallic Metal Service, in section C-4 on your standard maps. I suggesting making their efforts less profitable.
4.)
We have a large construction coming up soon, I will need haulers wiling to transport standard industrial wares instead of the usual cardamine.
5.)
We have a potential Orbital Spa and Cruise ship coming to traverse Maltese space, I need some pilots willing to baby sit the vessel. Perform some scans before letting it into Maltese space, and make sure it doe not veer from the designated path and such.

Hola.
I made contact with a Bowex employee and told him to pass a message up the chain about the white Boxes we have. The vessel was called the Davenport.
Also! - I was speaking to a Daniel Mendoza above Malta, he was commanding the MNS Caliente. He made me aware of the Liberty Separatist group that operate out of Bering are avid Cardamine users. I'm sure that will be good information for you to use.
Alongside an independent maltese captain, I ventured into Enclave space. We were looking for targets, and after some time, I come across an Valor- class warship.
Both the captain of the Valor and I didn't waste much time for words, and we started the fight. When the MNS-Cuera arrived to assist, we were able to switch the captain's attention, which was my luck since I took some heavy damage during the initial phase of the fight. Which was purely my fault for underestimating the firepower his ship had.
Our combined firepower took him down. You can see the destruction in the attachments. The captain of the Cuera was able to get the final blow, and he was so kind as to send me his gun cam picture.
