thats why you gotta raise the BS guns speed to compensate.
Make Caps more powerfull against small craft, but easier to run from.
that way they will get closer to their real function: Fleet battles where the aim is to dominate a location, not to hit and run.

I totally agree. Adding even more lines to 6.7 is bad. It is long enough.
One thing people haven't touched on is the other reason for this rule, which is:
We (not sure if this is the community, admins or devs) do not want capital ships to be the only ship people fly. It is argued by many that this is what would happen if capital ships can pirate/shoot transports. I tend to believe that this is correct based on my observations of behaviour.
Part of the issue is that there's no disadvantage to using a capital ship, i.e. a fighter and a capital ship cost the same amount to operate and you lose nothing or little when you die thus generally the capital ship would be better for piracy if only that it is stopped by a bunch of different rules.
As has been pointed out, one way to address this situation is to make capital ships unable to pirate by removing their CDs and slowing them down. This is a good step.
I'd go further and add either an operational cost or a penalty for death.

This sounds like a very complicated way to fix something that is not broken (cap combat), when a simple rule of one single line could do the trick (piracy).
Removing CDs from cruisers would make them utterly useless.

Imagine losing a Cruiser costing you 5mil, losing a BS costing you 10mil. It would make piracy inefficient if you kept dying, and would make people less inclined to fly them.
Don't lose sleep over it though, just a hypothetical.

And as a result, cruisers become battleship fodder since they can't keep their distance with quicker speed, nor do they have a CD to prevent the battleship from cruising up on it and blasting it to shreds.
The rule is fine. Don't shoot transports in your cruiser or battleship, it's not that hard to do.
Have you ever used a BS? They are already to slow to catch anything that cruises away,or Thrust's away. So they do not need to have speed nerfed. Now if your being caught by a BS? Well you really just suck!
