100% - Liberty Lawful, Sirius Civilian, Liberty Civilian (in that order of priority; but as far as I understand, there'll be no limits on the number of blue/green/yellow cells, as long as it makes sense IRP; Liberty factions should have no difficulty maintaining Libertonian tech)
90% - Bounty Hunter, Bretonia Lawful, Bretonia Civilian; Nomad guns (no changes requested on our side)
90% - Order: 90% (the Order tech is based off Liberty technology, so I think it'd make sense for the tech to be compatible)
As far as =LSF= are concerned, my policy is simple: people can only use the Order tech on their =LSF= ships if they get the approval from the Order| command. That's why there has been only one case of =LSF= agent using Order tech (and that agent had to write a long RP story and present it to the Order| leadership.
However, there may be something I don't know about the way access of the Liberty Lawfuls to the Order tech and vice versa is going to be handled in 4.87. Therefore, the LSF would be satisfied with proportional access (e.g., if the Order get 90% on Liberty Lawful guns and 75% on Liberty Lawful ships, we'd like to have the same level of access to the Order tech, if possible)
75% - Borderworlds, Rheinland Civilian and Kusari Civilian (those cells are not a must; I request them because they could provide us some RP opportunities in the future).
To elaborate: seeing how the LSF may get the ID which'd allow us to expand our zone of operations (if AD's proposal concerning faction IDs gets implemented in 4.87; we're also working in that direction), we might need ships for undercover work. I'm pretty sure that the LSF (or any other intelligence faction, for that matter), is resourceful enough to acquire certain civilian ships and weaponary (through the black market or the network of contacts) and use with more or less success.
