The balance you're talking about is already there - every capital has its weaknesses, the turtle one is obviously its shape, size and agility, but with more armor and firepower to compensate.
The liberty dread has limited firepower and lower hull, but its shape, size and agility compensate for that.
And so on, and so on.
You should have known better not to front a turtle, there's nothing OP about it, its just you that did the mistake of approaching it.
Every capital has its pros and cons and it all depends on the pilot to use them to their advantage, if you're saying that all capital's stats should be stripped and set to one value for all ships just because you don't know how to fly a said ship, that's just duh.
At first point, i didnt aproach to him in front, im not crazy!, was him going to me with his friend and his torpedoes hehehe, not much time to turn around and run with the Atlantis, but the important thing is not comparing the Liberty Dreadnought with others, the important thing is, why Liberty Navy have no class18 battleship like others. I would like to see a 1vs1 Rheinland BS and Liberty Dreadnought... interesting.
The dunkrik has a lot less firepower than the Valor but still, it manages against it thanks to its size, shape and agility, aka you don't need too much firepower and armor if they can't hit you.
Also if the turtle has decloaked on you or took you by surprise, then thats just a bad luck, theres nothing that can be done about it, but however, a LAC can outmanuver a turtle relatively easy provided it stays at range and thats the whole point - some capitals are good at range, others not hence the pros and cons.
Really simple actually
Secondary turrets can barely work against other Battleships, the Liberty Carrier has alot of these turrets
Heavy turrets are more for fighting with other battleships, the Atlantis has two and Bismarck has four, Overlord has three
Overlord has smaller hitbox, which allows it to dodge heavy turret fire, but Bismarck is large.

Let me see. *looks around and grabs a list.* List to wreck Turtles with -
1. Liberty Siege Cruiser.
2. Liberty Assault Battlecruiser.
3. Liberty Dread.
So there are three possibilites to kill a Rheinland Battleship, now that also depends of your skills, if you suck, that's your problem. I hope that answers your question.

Dude, the way on how to defeat a heavier battleship with a light battleship is just right in front of your eyes, its an example on how to dodge if not 100 then 90% of enemy's fire, it doesn't matter that the video's not 1o1, it shows you how to deal with heavier ships.
Also what Carter said - if you have no skill and you don't know how to dodge, that's entirely your problem.
And as mentioned an Overlord or a LABC can easily deal with a turtle, it's done the same way as its done on the video, keeping distance and dodging it.
Let me be a gentle reminder that a Carrier is not a Battleship, in RL you don't take a Carrier against something like that, it's job is to safeguard and supply Fighters/Bombers when they sortie against their target and PERHAPS some combat support, it was never designed to take a full-on battleship head-on in a straight fight.
So you took a Fighter-carrier against a ship DESIGNED to destroy other large capital ships, you lost and decided to vent your frustration at losing to said battleship by demanding our devs take the time to nerf the daylights out of the big scary battleship so you can run rings around them and declare Space Merica a winner. Life simply does not work like that mate, the reality is much different based on simple logic and not out of a massive case of patriotism.
End Thesis: Carriers are not supposed to attack Battleships without support, get bombers or another Dreadnought to help you. Case Closed.

1. I didnt say a Carrier is a Battleship. I said the Carrier is the biggest one Liberty Navy have and sould be a battleship. (my opinion, i repeat)
2. Im not frustrated for something, that is your opinion LOL. I normaly die in all combats and its not a problem, i was made for mining not for wars hahahaha.
3. Im just asking to DEV team, why Liberty Navy have no battleship. Its a bit strange to see how you need smaller ship to combat biggers ones.

Let me explain you it differently - a skilled light fighter is supposed to outmaneuver a VHF due to its better agility and therefore probably kill it (snub pilots correct?).
Therefore a skilled light battleship will outmaneuver a heavier battleship due to better agility and other factors.
Liberty does not need heavier battleships, infact the Liberty Dreadnought is one of the best battleships out there simply because its far more agile than most other battleships, in the right hands it can kill any other battleship, your lack of experience with capitals just blinds you and you can't see the logic here.
Now as far as the carrier's concerned, Tabris' quite right, you shall avoid engaging with other battleships in a carrier, but however the LAC can possibly outmaneuver a turtle and if you know what you're doing, you can actually kill them.
Compare Liberty Carrier with Rheinland Carrier, There is a lot of difference between BS and Carriers. Comparing Rheinland BS with Liberty Carrier is unfair.
You can ignore reality but you can not ignore consequences of ignoring reality
