Yes 0.0 is the guiding principle behind the rules. It's also how we'd like folks to behave. But frankly, we all suck and not a one of us can be held up to that ideal all the time.

It's np good sir since the mentioned problem isn't go further then sanctioning pirates who are.. overdoing it.
Seems traders tears are healing cancer so those "guidelines" got that strict practical appliance.
And so on and so on.. anyway, just go and sweep the sanction thread for 0.0 sanctions. Surprisingly it's all about money. Loan not paid back, pirate asked to much, pirate again and oh look a couple of loans again.
So this is the definition of "Fair Play" here. Mess with money and this is unfair. All the other things are pretty fair and good towards anyone and thus it's all np.

Some stuff is just hard to prove- how you prove bumping sanction right now without video? Especially since ramming is not against the rules any more.
Imagine lf and battleship- the LF bumps charges its shield and bumps then bumps again and again- battleship cannot aim anything and got smashed.
I had even more exotic thing- I tried to pirate someone and got his cloaked fellow to bump me, he bumped me so efficient so he turned my ship around meanwhile his fellow cruised away.
Same way if you want to "feed" someone's base with crew and couple more nasty things that come in my mind but I wont mention it here.
In such cases 0.0 comes in handy.
