If bases were considered players, shouldn't they give an engagement notice before killing?
Would it be possible to code some of that green text (like the docking text) with a timer and a warning when hostile players get within range of the base? An Eve style "Mr. Douchebag, your'e a known hostile - brace yourself for imminent destruction. 3...2...1..." before the shooting starts?
To clarify, I'm not really asking about POBs. It's more, can I chase away/engage a known pirate from the vicinity of Helgoland in my ALG bomber, for example.

But such things can't always be 100% explained because it depends on the situation, thats why I always considered the ID as a"guideline". For instance, The second amendment protects the right to keep and bear arms and yet not everyone can bear arms. ID's for me are guidelines, you and the way you behave shapes your actions, and if it makes sense, its legit.
Considering the ID as a mere guide is also a huge mistake, given it is in the server rules that in cases of clash, IDs override the rules, and breaking what's on your ID can lead to sanctions.
If you want to deviate from the specific roleplay boundaries your ID set for you, apply for an SRP or chose an other ID fitting your roleplay more than the current one.
