Personally I always liked to lull bounty targets into a sense of allegiance and then spring the trap on them.
Long ago back during 4.84, I took bounties in my firefly transport on occasion. The most notable was a bounty for another trader/smuggler. Being in a transport myself, it was easy enough to chat a bit and convince the other captain that we should form up in a convoy (for "safety"). After we had made it out of house space and were in the middle of nowhere (made sure we got away from trade lanes and jumpholes/gates so he couldnt run), I made my move and opened fire, disrupted him as he tried to get away, and eventually wore him down and blew his ship to pieces (took forever with transport turrets back then). Was definitely a rewarding bounty =P
It's more of a per case thing. Sometimes there's not a lot of time to chat, sometimes you are not interested in chatting a whole lot with your mark. Sometimes you know that if you are quick, there might still be a target in the next system. Sometimes I go "There's a bounty on your head, and I'm here to collect. Prepare yourself" and other times I chat more - it depends very much on the guy I'm about to shoot. If he has something of value to my character to tell me, I'll hear him out.
That being said, my head has been collected several times, and for some mercs it works out really well with just few words. In fact, one of my favorite recent deaths was by a merc who'd been tracking me and engaged me with very few words. It felt like I was being hunted by a true psycho. More talk doesn't always equate to more RP.
Does the server have an agreement with someone to get paid by word count? I really don't understand the fascination with equating the number of words to RP.
In a circumstance where one side is a known through official faction bounty boards pirate, and the other side is a bounty hunter, pews ARE RP. It is the direct result of forum posts. It is not MY responsibility to make certain that they have read the posts. They KNOW they are pirating, after all, there are screen shots of them TELLING people that they are doing it.
Lastly, I cannot believe, after a thread that ran to 4 pages about respecting the limitations of an ID, that anyone would tell me to talk to them using a Lawful ID because "They may just pay to be left alone rather than get destroyed and lose a load worth several million credits."
I can just hear the Sanction now: "You are supposed to be enforcing the law, not demanding blackmail to ignore it. Your ship is now a nonfunctioning hulk on a base that doesn't sell the supplies required to get it back into space. Don't do this again."
We all have an Angelic and a Demonic side. Use of them determines good or evil in the end.
In short, if I start to RP, but other player opens fire during writing my line (first or second), I am allowed to drop writing and defend myself, right?

Sometimes I follow golden rule of 3+3 lines. For example:
A: So, you are this guy... You are not welcomed here, withdraw, because I have a good day, Plus you'll pay 1 million.
B: Me? Why so? It's my business to, so why would I listen to law-abiding dog like you?
A: You are in violation of the <put house or GMG/IMG/Zoner here> law.
B: Kiss my big...
A: As you wish, you will be terminated then. May Gods have mercy on your soul.
Either time for respond on this line or if he will manouver, I'm opening fire.
This is however the shortest form of RP I can do and I rarely use that, usually I'm keeping 6-7 lines.

Well, we do have that occasional person who, if they're lucky to say anything at all, just says "engaging" and starts firing. I mean, NO ONE has time to react to that.

That was just an example, one that more applies to people collecting bounties than anything. And mind you, this IS an RP server. People seem to lose sight of that.

Why I thought now about that very nice guy [No names please - Tunicle], who whined while being destroyed by my LSF chara? :| My RP with him surely exceeded 10 or even 20 lines. So that does not apply.
