I'm still kinda in the opinion of a propper Alliance Faction beeing replaced with Reapers, cuz think again. Reapers have Alliance Remnants in their Lore, the Coalition are up close, so a major action and war of both of the faction (like in the past with Reapers vs Coalition) would be quite a show.
I'm very sure that this might also open ways into various events and RPs. I saw how people actually were interested to have a propper Alliance Faction in disco, the idea shouldn't lay around dead. Sure with some solid ideas the faction Lore could be formed into a very interesting story content.

The ROS kinda evolved far beyond what the Alliance was. In the end it was quite a mess, in fact I barely ever fully understood the faction. What I remember is that it used to be Outcast based but wasn't actually Outcast, they shot at the SCRA and sometimes acted as Sirius Police for some odd reason I never understood.
I think from the moment the objectives of a faction do not appear as clear it's bound to collapse like it did. It's a point future official factions should take into account I believe.
Lotta empty space there, I think that having it be a neutral port/grey market would be the ideal usage. You could put all sorts of faction neutral or as close as possible bases, and make a commodities market (yes, I understand, not something to make money on in system).
Regarding the Pirate ID thought, they are not a faction in the sense of a set of values, just an ID to cover the act of piracy. If they wanted to belong to a group, they would have taken one of the other unlawfuls. In effect, they are Freelancing.
We all have an Angelic and a Demonic side. Use of them determines good or evil in the end.
No please dont give it to sairs or Hess, they got enough systems already.
We need independent systems.
As for sairs tolerating an indie system, imagine that crafty entrepreneur types control Cayman (like that Barrier Gate Freelancer) and they launder money for all the criminal organisations in Sirius (like that iron bank in game of thrones). Every bad guy will have an interest in not smashing it, and if ties with the regular economy is strong enough, they'll leave it alone as well. Yes, Cayman and banking is a cliche or mirror to RL, but so is most of the freelancer universe.

so that means ROS - like faction idea is open to make with its fixes.
I honestly don't see Cayman as a Pirate Haven or FL Haven, it's location makes it more likely to be overrun by the Corsairs or Coalition/Mollys in an attempt to secure their flanks from the opposite side (remember in the storyline Omega-49 is a hotzone between Corsairs and Coalition/Mollys, both sides are always seeking an advantage). The Corsairs wouldn't care much for laundering Credits as their primary concern is getting RESOURCES to fuel their empire (such as the raw materials present within the system) while the Coalition also is seeking the resources of the system and would hardly care less for 'smashing the bank' there considering.
