I've never been a big fan of this system, and I can't say that opinion has changed.
Faction activity tends to go through ups and downs. GRN|, for example, once nearly hit 20 days of activity. In recent months, it was sitting below one day at times. Right now, it's back up to 3 days and rising. The faction clearly never was truly 'dead', but under this system it would've been declared dead and stripped of its status. And it's just one of many.
As the "leader" of a faction that's been quite dead for probably over a year now, I am - of course - biased. Just stating the obvious before anyone else can (:
We should be expecting a large boost, if only temporarily, from the 4.88 launch. All of the current official factions have 30 days to get 5 people to play on the server under their tag, before they are issued a warning.
All you have to do is convince 5 people that your group doesn't suck to play, in order to keep influencing the direction of the RP and the mod. That's a fairly low bar to maintain, with a lot of positives.
You guys do realize that every faction that has broken 24 played hours on the list has had 5 or more active members in the past 30 days right?
Only the above groups would be at risk under the updated rules. The ones that haven't logged 24 hours in the past 30 days. The rest had 5 members login within the past month.

bingo. the issue isnt time itself, its people not applying to factions. and dont say 'its too hard to join some factions' or 'then the faction must suck if people dont join'. that's just stupid.
Thyrzul (especially) and Karst touched on that point. very little activity means most people are unlikely to join. less recruits means less people logging hours, which continues the cycle.
as i said earlier, its a catch 22 situation. the application of the perks wont be effective for all factions.
How about a compromise .. sort of. We reduce the in game time requirement from 24 to 20 and/or reduce active members from 5 to 4.
However, we require some iRP forum activity from the factions as well.
What I have in mind is this (an example):

All factions are required to:
1. Have a minimum of 24 hours of activity per 30 days.
2. Have a minimum of 5 active members.
-OR-
1. Have a minimum of 20 hours of activity per 30 days.
2. Have a minimum of 4 active members
3. Have a minimum of 5 iRP forum activities.
The following constitutes as 1 forum activity:
a. A convoy report constituting at least 3 members (including escorts) and spanning at least 4 systems
b. An engagement report constituting 4 or more participants
c. A mining report where at least 20,000 units of a commodity was mined (excluding water and other "cheap" commodities)
d. Special roleplay posts such as biographies, multi post inter-faction communications etc.

The above is a very rudimentary example. I'd assume that factions with less than the required in-game activity will be given a warning. The factions given this warning may chose to petition it by providing evidence of iRP forum activity (so that admins don't have to do extra stuff to verify forum activity, i.e. the burden of proof of forum activity lies with the faction)
