How house governments have worked, or seem to to have worked, imo are a bit flawed in their execution. especially when the house has governance factions that either dont exist or are inactive. or the Gov't itself is fairly inactive.
I think Kusari is on the right track with the parliament and being open to a broader section of the kusari playerbase than just a few faction leaders. Perhaps a modified and enhance version where properly elected representatives (be they parliamentarians, senators, or whatever form they may take) can have some input into some issues. It wouldnt help with all issues, but it's an idea that might be good to try.

From my experience, it's a combination of who has the time to respond, who has the ability to respond, and who has the will respond. Each house government is set up somehow between all of its lawful and corporate faction leaders, with different mechanisms for each. LibGov, for example, allows two reps from each faction. This allows many viewpoints on a certain discussion, and with room for those with a conflict of interest to abstain. Unfortunately, things tend to get backlogged as many are already busy with real life and with leading their own faction. Usually things can get solved after some discussion, during a day where one or more of us has plenty of free time, a ton of patience, and a lot of coffee.

That's actually a nice idea which excludes admin intervention.
A week to respond on each issue, the Senators/Congressmen/MPs can respond to the issues brought on the parliament. They would be inrply represented by political parties while oorply the players would represent their official factions that are affiliated with each House.
This is how it was done with Bretonian Parliament a few years back. I tried to revive it a few months ago, but sadly there was not much interest.

Given that many members are't aware of how each government works and view government replies with bias perhaps each governments needs to build an OOrp post (oh boy more work I know) describing how the process works, that way players (such as myself) view posts from the government with less bias.

With regards to this, the previous Owner of the Bretonian Bounty Board didn't forward on the mystical password for it. I have just asked and received, from the Admins, a new password for it and it will soon be in action again.
Why did need the password? The intention is to re-work it and change the payouts etc. Once this has been sorted then it will be fully functional again. Requests and payments will also be acted on at regular intervals.
Until then please be patient whilst it all gets sorted.

I mean, I can tell you how the Gallic Government worked for most of it's existence. It's made up of the Lawful Gallic Official Factions, which includes factions like GRN, GRP, IDF, EFL, etc. Due to how inactive Gallic factions are, we might be changing this to include more people who have a clean head on their shoulders and are a Gallic player.

Have you got proof or is just your 'gut feeling' that fuels your statement above?
I am sure if you think that a Government is being unjust then you can make an appeal to the Admins for a decision.
I can assure you that the Bretonian Government, at this time as I cannot speak of what has happened before, treats all issues with an even hand.
