They can log after the fact, but they need to be present for the actual act of extortion for them to be able to get involved. If they log after demand has been stated, you can just bluff and say "hello officer I am just looking at this nice kruger ship" and he can say whatever he wants to the law, the law can't act upon it because they didn't witness the attempted piracy. So all you need to do is cease and desist when law shows up, then resume when law leaves. Big deal.

If only it were that easy. Indie officer with cloak reaches 9k distance and decloaks and then takes screens of the shields/hull of the pirated vessel. Then the offending vessel cannot give any more excuses.

It´s not that easy. You need more than far away made pic of harmed vessel. You need to screenshot talking while uncloaked to have evidence about law infractions. Also, your shield will be down, showing you just uncloaked (and if HUD is edited out, I guess such evidence won´t count). What you screened without talking is fight of two sides which can claim "he started it!" but you don´t have any valid evidence about who really did it.

using a cloak to get close enough to uncloak and quickly take screens seems like an attempt to see how far you could push the new/altered rules without breaking them.
