1: I am contacting the necessary people to organize this event now. I previously thought someone else would step up to organize it, but I was terribly wrong. So I guess this will become my doing after all.
2: This is a long article, so please read it ALL before posting replies. That means not skimming through like some of you do.
3: For you people with extensive knowledge of the storyline, forgive me if this seems redundant to you, but people need to know the background story to understand the idea as a whole.
4: This would take place mostly within Gallic space, a place normally devoid of player activity, so it will be a good way to draw attention to the area.
5: I am not going to be hurt by a little criticism, so go ahead and tell me my mistakes in the reply section in full detail.
6: In my 1.1 update of this idea, I have decided to include logistics in my idea due to feedback. The logistics plans will be at the end so I won't have to change a lot of what I already have. 1.2 adds in a bit more to the logistics, too. I have decided to take this idea into action in my 1.3 update.

Okay, now for the main part. These different sections will make navigation of this article easier and less tedious, so hope you enjoy!
Back in the early days of Disco, during 4.85 the Council owned Languedoc and the minefield passage in that system leading to Orkney. However, in 4.86 the Royals took all of that over and used it as their only route into Sirius. In 4.87, they built the Jump Gate between Languedoc and Tau-23 and traffic through the minefield almost came to a halt. The bases around the minefield and in Orkney are in disrepair, and the Battleship La Riche in Orkney is supposedly going to be re-assigned soon. That left that area to be the perfect target, yet I wonder: Why didn't the Royals abandon the route? It is because the Council have done nothing in Orkney to try and take back the route through the minefield and establish a relatively safe route between Gallia and the Taus. However, if RP Events were brought into the area, things might just yet change under Admin supervision. But my ideas for that will come later, for I have to explain the second part of the background history. Look that up in Background History: Part II
This piece of history is mostly just lore and no changes have occurred in Lorraine much since the addition of Torino Base, the local Outcast instillation. Back during the early days of the Council, the Council took over the Champagne system and cut Lorraine off from Royal supplies. With the Council on their backdoor and their supplies diminishing as well as the Jump Hole to Burgundy collapsing, Lorraine is now very weak and the only thing standing between the Council and the complete liberation of Lorraine is the Battleship Epinal and the defenses lining the Luneville Guard Station. Again, with RP Events and changes made by the Admins, the Lorraine system could easily change here, too.
Now that you know a bit about the history of these places, it is time to explain my master plan. First, we need to use minor events like petty pews in order to establish RP in these areas and continue my plan. The area I described in Background History: Part I will be codenamed "Tunisa Passage" while the area in Background History: Part II will be simply called "Lorraine". Now that I have that out of the way, I will give the locations these pews can be located at. PHASE 1
These pews can be located at the following locations:
1: Battleship La Riche, Orkney
2: Either side of the minefield, at Cordes Outpost, Orkney or Montpelier Station, Languedoc.
3: Inside the minefield passage.
These pews can be located at the following locations:
1: Battleship Epinal, Lorraine
2: Luneville Guard Station, Lorraine
3: Sealed Jump Gate, Lorraine
The goals of the Council during these pews is to destroy enemy craft and destructible enemy defense platforms, as well as to not harm civilian craft if possible. The goals of the Royals is to defend their platforms and to destroy enemy craft. Simple, right? Now for the next phase, which is to attract the attention of Faction Leaders and Admins using bigger pews. For this, the stakes must be higher, so be sure to use capital ships in this stage(like a few gunboats and a cruiser, not Valor spamming)! PHASE 2
These battles will be a little more systematic, with the Council starting out at the Tau-23 Jump Hole in Orkney and the Royals starting out at Nimes Station in Languedoc and then both parties engaging at any of the locations previously listed in Tunisa Passage Pews. At the end, surviving members will retreat back to their starting points(The Council will then go back to Roussilon once they are in Tau-23).
These battles will also be more systematic with the Council starting at Planet Marne in Champagne and the Royals starting at Metz Station in Lorraine. At the end, surviving members will retreat back to their starting points. The locations these battles can occur at have been previously listed in Lorraine Pews EXCEPT for the Sealed Jump Gate in Lorraine.
These battles will require more players and more coordination, and this will most certainly catch the eye of higher ups. Hopefully, they will allow for our next phase to proceed when we ask for their approval. PHASE 3
Before any tabs of information can be opened, this phase must be explained in major detail because of it's high priority nature. This phase will contain official events that will actually change things if things go a certain way during the event. This phase will also require the admins to use the mission log in order to notify everyone of the event and it's details, as well as adding in changes to bases and base ownerships on NPC bases. In some cases, they will also need to re-create a destructible stationary battleship like the Oubli. Yes, that's right, I'm going as far as this to prove my point that this is dead serious now. Now, we examine the events and their different outcomes.
The Council know that the most fortified and deadly instillation in Orkney is the Battleship La Riche. They have been planning to destroy it for some time now and now have the troops to do so. They will call on all their allies in the Taus and assault the La Riche in full force and try to destroy it. This will require the La Riche to become destructible and the Admins to remove the base if it is destroyed by the Council and their allies. The allies that would most likely help would be the Colonials, Kusari Exiles, and Maquis. Anyone independent like freelancers opposing Gallia can help also. The main thing is, don't have someone WAY out of their Z.O.I. helping the Council like Libertonians and Bretonians, for example. For the Royals, do not overdo it with a dozen Valors, but make sure to bring capital ships along. The Admins can work out respawning details and phases of the event, but I have described the rest of the event in good detail.
The Battleship La Riche will be destroyed and Cordes Outpost will be taken under Council control. The minefield will become a war zone between the Council from Cordes and the Royals from Montpelier, which will require MAJOR changes and will prepare us for another event: Operation Detonation. Fort Albi will be unchanged except for it now being supplied BY Lewis, not it helping supply Lewis. Besides the Council only want the passage, not the whole of Orkney, for they would draw too much unwanted attention if they completely controlled Orkney.
Not much will change besides the fact that the Royals now know the La Riche is still needed to keep the peace in Orkney, so they will not re-deploy it. Everything will pretty much stay the same, and the Council and their allies will not try to attack again due to losing so many troops the first time.
Now that that event is thankfully explained, we can move to our next event, which is still part of Phase 3 of my plan.
The Council knows that the majority of Royal defenses in Lorraine are at the Champagne Jump Gate, one of these defenses being the aged Battleship Epinal. Even though they don't have as many allies with them as usual, they can still use their fleet from Champagne as the backbone of this operation. This event will require the Epinal to be destructible and both the Council and the Royals will need to heavily limit their capital ships in order to establish the RP that neither the Council nor the Royals have many forces being used in this operation. Like I said before in the La Riche event, the Admins can work out event phases and respawning times. RP wise, the only groups that should be able to help would be the Council's allies in Gallia itself. That should do it as far as explaining this event.
The Epinal will be destroyed and Lorraine will fall under Council control. Every Royal instillation in Lorraine will now belong to the Council, including Luneville Guard Station. This will pit our democratic rebels against a force they could never match in skill in this event: Battle For Luneville
Lorraine will not be attacked by the Council with such force again. However, one group is feeling threatened by this chain of events and wants to engage the Royals personally in this event: Battle For Luneville
That will end Phase 3 of my plan, for these next events will be even more dramatic and exciting, as well as being completely caused by outcomes of these two events. PHASE 4
The Council and the Royals are losing troops left and right in the minefield between Orkney and Languedoc after the Council destroyed the La Riche and took over Cordes Outpost. Which means that this event can only happen if the Council wins the event: Battle For The La Riche. Again, the Council can use their allies I mentioned earlier in that event. Also, still keep the capital ships at a moderate level, as this is not Operation Royal Flush, which was infamous for it's lag. Both sides will have an Admin-built P.O.B. acting as both a defense perimeter very close to their respective stations on either side of the minefield and as the very thing they need to defend. The main goal here is to destroy the opposing side's "Defense Perimeter" P.O.B. first before they destroy yours. Admins control respawning and event phases like normal, and everyone gets to pew in a minefield. I would say this is a win-win situation, but control of your base is at stake here, so the #1 objective is to win!!!
The Council will take over Montpelier Guard Station and the Royals will not try to take back the route due to massive loss of troops and resources. This minefield passage will now be used for the smuggling activities of the Council as they bring refugees out of Gallia and smuggle Sirian goods and technology in. This will have seriously benefited the Council and brought more hope to the cause of liberating Gallia.
Cordes Outpost will fall back into Royal hands and the Royals can now more effectively interdict smuggling traffic. The Council will not strike again due to extensive loss of troops and resources, and the Royals will always remember the sacrifice of the La Riche in the defense of Orkney by stopping the rebels and enforcing the King's will.
Now for the revelation of the mysterious new foe in the Battle For Luneville!
This event can be started by either outcome of the Battle For The Epinal. Seeing as how the force defending Luneville Guard Station could be either the Council or the Royals, I will simply refer to them as Gallics. The Outcasts, noticing the Civil War in Gallia has become too close to their space for comfort, have decided to send in an armada(not too large of one) to destroy the most immediate threat in the system: Luneville Guard Station. They can ally with any Outcast player faction and attempt to destroy the Admin-Built P.O.B. acting as the "Defense Perimeter" for Luneville Guard Station. The Gallics will need to defend the instillation and drive back the Outcast regime in order to continue to watch Outcast activity in Lorraine. Admins control respawning and event phases like normal, and the Outcasts get to participate in these events and have fun with a battle in Gallia.
Things will not change and Luneville will stay. The minefield will not be affected whatsoever due to lack of supplies to deal with the rest of the Outcasts head on.
Luneville will be destroyed and Outcast NPCs will be seen in Lyonnais and Champagne. The minefield will not change at all due to the Outcasts heavily guarding it.
VERSION 1.1 ADD-ON: LOGISTICS
I am not that great at logistics, so this will probably be my weak point. This tab is a bit longer, so I decided to highlight it a bit to make it stand out more.
The logistics can be implemented between official events, but I doubt that Admins would want to go to the trouble of counting cargo for regular pews or battles. Therefore, we have to use logistics in Phase 3 and Phase 4 only. Before the Battle for the La Riche, I'm thinking that people could supply the La Riche and Battleship Paimers in Roussilon with basic supplies. We also have the exact same idea with the time before the Battle for the Epinal, so we could supply the Epinal and the Battleship Chaumont in Champagne. As you can see, I want to stock Council Battleships nearest to the Royal Battleship because technically the forward military fleets going to attack these locations will be commanded by these stationary flagships. But after this, we have even more potential. Before Operation Detonation, the Council could supply Cordes Outpost with many things needed for survival, space combat, fuel, a POB, and a boarding party capable of taking over Montpelier. The Royals could supply Montpelier with the same necessary supplies, except that the Royals will try to board Cordes Outpost instead. Most of the supplies can vary except for fuel, which has to be Oil since these are all Gallic ships. I know this means both Council supporters and Royal supporters will be camping in Languedoc to stop each other's Oil shipments since Oil is cheapest in the Maine system in Northwest Gallic Space. But hey, it bring RP into Gallia, so why not make a challenge? Some traders could trade to the highest bidder, and since Cordes is farther away than Montpelier is from Maine, that would be the Council probably to balance out the trading. Whoever wins the logistics would get some sort of buff during the event in the minefield. Now for the Battle for Luneville, whoever was defending Luneville would need supplies very badly, just like my list except that there will be no boarding parties. The Outcasts will need their unlawful trader friends to supply Torino Base, conveniently in Lorraine. Again, traders for Oil would come from Maine and try to supply Luneville by coming in either through Lyonnais or trying Champagne if the Council took Lorraine or of their reputation is good/neutral with both Royals and the Council. Torino will need supplies for survival(this includes carmadine for Outcasts), space combat, and fuel(most likely going to be H-fuel since that is cheap). Whoever wins this set of logistics will get some sort of buff during the event so keep those traders coming! That explains my logistics suggestions in great detail, and also leaves a little room for specific commodities.
CONCLUSION
I believe that these events will bring much-needed RP into Gallia and will cause changes across Gallic space. Now you see, it is complicated, but isn't all of Discovery Freelancer RP 24/7 complicated? You are professionals, and you can convince these Faction Leaders and Admins that these events are beneficial. Even though I haven't got the spare time to help with this, I will be glad if someone puts these ideas into action. For now though, give feedback and anything else you might want to add in the reply section.
Make sense inRP and lore so far as I have read them,
and leave enough sopace for balancing and re-evaluation.
You have built a plot scetch here that would be interesting to play out,
and I would like to play part of these events.
I would perhaps add another angle, logistics :
Between the single phases - more from a RL and server mechanics point of view - there would probably be 1 - 2 weeks leeway.
I would suggest to set certain supply conditions :
certain amounts of armaments, fzuel supplies ect to be transferred to certain bases,
prooven by scanpics.
If the set amount is reached by the faction in the time : bonus / buff in event, like a slot more to fill with a bomber , or a cruiser more to be alowed during balancing.
Or an extra weapon platform at the event PoB ...
Sure , there is nothing prohibiting the other factoin to try and prevent this supplies.
So it gives players more reason to interact between the events ;-)

Thanks for the suggestion! Logistics is definitely something I forgot and probably need to implement. Due to lack of feedback, I will do some research on the wiki and see where I can implement logistics in my idea. I need more feedback! Please give opinions, facts, and advice!
Ok, now Version 1.2 of my idea is out. It seems as even though I posted this in the most relevant thread to this topic, not much traffic comes through here. I've waited a week and still only one reply. If you see this thread and like my idea, please get your friends on the forums to come look at it, for even if you don't have any feedback to give, they might. I don't care whether the feedback is positive or negative, just please give some of it.
My response isn't Feedback, as such, but there have been discussions between the 'active' Leaders in Gallia, including the Leader of Le Council, in which ideas have been brought forward and given to the Devs for future changes in Gallia.
I would suggest that you talk to Thyr'zul (Leader of Le Council), Rohj Teerin (Leader of UC and a Dev) and the Leader of GRN (I believe it has recently changed and off the top of my head,I can't remember who).

I would be happy to join in, expecially in an event sequel with several svents stringed up to a whole. But you need somebody to organize the stuff, and plann the events.
Thyr'zul is around and reachable, Rohj too, and GRN could perhaps use the activity.
Try contacting them, as St.Denis said, and try to organize the stuff, do the paperwork, send the requests to the dmins ect...
