I will just point out that the tradelane scanner (so called TLAGSNET) can be used by all police forces (all police IDs including indies), and /nodock command is available to all official police factions (currently LPI-, RFP| and BPA); Kusari and Gallia does not have official police factions at the moment). Just saying to prevent impression that only LPI possess these features since everyone in this thread is mentioning only them.
Regarding activity, the tracker will give you good insight in ingame activity. If you want to see further RP activies on forums, you can check Faction Status Reports which were recently introduced, here is for example the RFP| report.
If you want to play less common character lawful, police officer in any house is definitely good choice since we are few in numbers generally for various reasons. Especially in official factions.

However speaking about the oldest factions which need members right now, and since OP mentioned Rheinlanders and playing less common characters, RM seems they would appreciate some new hands....
I mentioned Rheinland as I recalled that in the old version I played, they were rather underrepresented. Here was I in a gunboat, admittedly the weakest member of our fleet, alongside two dreadnoughts, several heavy fighters and three cruisers, and the best the Rheinland players could mount against us was a gunboat and a cruiser. Felt very very one sided.
Also, since I am unsure if the Liberty-Rheinland Trade Embargo is still in place, being a Rheinlander char would allow me to explore a part of the sector that is limited to me as a DSE char.
