With the CD i would agree. If I found you sitting in Bretonia, disrupting a lane and CDing taders i would stop you and at least demand you to leave the place. Mainly because there are pirates that tell the story you plan as RP to get away with piracy (althought these attempts normally are quite unprofessional).
So i think at junktions yo might be safer from problems but since you intend to do that with the BPA in mind the lines will be perfect
every player will file a sanction report for every encounter you are part of..i guess it will only be a matter of time before an admin steps in and say 'no more'
so..get a pirate id to prevent the future mess you will be creating..mind i suggest as well getting a light fighter to avoid the damage and to not pose as a treat to the transports?it will sure look more like begging than actual pirating that way..

Hannibal I think you may have things a bit mixed up, if I had the pirate ID there wouldn't be any issues with rules however I wouldn't be able to dock on Sprague to sell any "donations", under the FL ID is where the issue lies.
As for ship I'm thinking a Cyldesdale with a single gun, a CD might be pushing it but would probably help the desperate type of begging.
Piracy-related things, especially when approached with the ''wrong'' ID for it is always a knifes edge. In the end, it is really up to the person doing it to know where to stop. I suppose all you need to do is start slow by just asking for money and allow the trader to freely fly away with CDs or shooting trade lanes. If that does not yield results, try shooting out a lane. Baby steps and I am sure it will work out eventually.

sanction under what charges?
Filed under 1.3 ,getting slapped for it or under 1.0,either for begging/piracy or the mess it would create before,during,after the encounter with said character that 'begs' (such as OOC,2.2,1.1,3) to sum it up...pretty much being a sanction bait for everyone who meets you/your character

That's a pretty good idea, I might base how aggressive the character is on how many donations he gets within the week but like you say Spazzy I'll start slow and only use the CD as a last resort, end of the rope kinda thing.
On a sidenote, do the angels still have that fund for new players? If so I'll probably drop any extra cash into it, I'll keep some so I'm above the lvl 29 mark that way folks can shoot at me without fear.
FL ID will do it. Just don't cross that thin line to piracy. Don't be too forceful. How about doing this in a not-maxed-out ship? One people don't consider combat-worthy. Or under gunning yourself might be a good thing as well as not having full stock of bot/bat. Then you seem more like a poor beggar and less like an agressor. I like such ideas! Fresh water into Discovery!
I definitely vote on the FL ID. Pirate ID is shot at by every base, planet and authority in any civilised system. Also police/navy players will treat you as threat and will try to kill you.
I've actually tried this out, my character flies an FL ID'd unarmoured cyldesdale with only two weapons. I tend to log him on whenever I see activity in London and not otherwise engaged.
I was tempted to suggest a small niche faction of desperate refugees forced into piracy, perhaps based from a docking thing like on Tomiola that'd limit the ships to freighters and fighters/bombers. My thought was that after the Gallic invasion ends it could quite easily merge with a few of the QCP lot to form a revolutionary faction like the Council, intent on showing the darker side to Bretonian politics.
