Maybe describing it that way was a bit over simplified. IND is a corporation that traverses the gap between lawful and unlawful, facilitating connections between the black economy and the legal economy. IND also uses these contacts to facilitate deals between different groups around Sirius who would probably never be in contact. Junkers may do some of these things, but they are seen as scavengers, bottom feeders in the legal and illegal spheres. The Hogosha do some of this, but only in Kusari and the Corse? I can't imagine anyone wants to deal with Gallians. IND does this in a 3 piece suit with a 1%er attitude in board rooms and backwater bars. Add to that, the factions you mention have a diplomacy that is more or less unchangeable. IND develops relations by actually developing relations. We do things for people so that they want to deal with us. We have no morals when it comes to who we work with. It's about contacts, because they bring power, which brings money. None of the factions you discussed come even close to this.
Anyway, trying to describe the IND with it's long history and complex roleplay in one paragraph will always leave things out.
The Corse, during their golden age, managed to be the second Gallic faction allowed into Liberty, estabilishing significant trade relations back then. Council is still the first, as it is also the main Gallic ally to many who oppose the GRN, two houses and several other minor factions included. You don't need to imagine anyone wanting to deal with Gallians, you can just go "out there" and see it for yourself.
Any of the quasi-lawful factions (including even Zoners) has the potential to bridge the gap between lawful and unlawful markets - that's the point of quasi-lawfulness -, even Sirius-wide, only that Hogosha originates from and mainly operates in Kusari and Corse in Gallia, while Junkers have a vastly different public image. So far it seems IND is only different in that instead of being "pretty much a smuggling faction with a lawful face", it is "pretty much a Sirius-wide smuggling faction with a lawful face and an elitist public image". At least that's what your description suggest so far. Perhaps it's still oversimplifying...

Perhaps, but at the end of the day, we don't have to convince you of anything. We follow the rules, there should be no problem, but ya know, haters gonna hate.
