As Jack said, the big difficulty is that those events are, of course, favouring those who have no ZoI or ZoI in the specific area the event is hosted. To collect any significant amount of Scientific Data for a faction like, say, the Gaians, it would take those events actually happening in their space frequently. With that said, I love your dedication to this and it's fun seeing those random events, as it gives the gameplay a less preplanned feeling.
The scientific data is dropped by NPCs very minimally. You can find the bulk of sdata in mini events involving anomalies in which you can find them on any ID as long as you are allowed to exit your ZOI with your ship.
Your ZOI only allows to engage other players and enforce certain lines of your ID. In the case of Gaians, if they hear the rumor of an anomaly located somewhere in, say, Kusari - they can easily gather up an inconspicuous little research group to go and check it out. It makes complete sense IRP.

Jack has a point in that the scientific data events pretty much encourage powergaming, by the dictionary definition of the word.
I agree that they should also be obtainable via RP - either that, or the event series should come with temporary ZoI extensions for pretty much every faction that would have even half an excuse to go there. Like a lot of things on Disco at the minute, they're skewed massively towards indies or factions with global ZoI.

Actually, as an afterthought, it might be worth writing that in the rules somewhere. I don't think anyone was aware that participation in these events outside ZoI wasn't a rules breach.
Don't get me wrong. It is not a complaint.
I just do not like the thought of "finding a more or less bad excuse to take my faction ship somewhere".
That's why I asked whether official factions - that somehow are held to higher standards when it comes to "acting realistically inside their ZoI and inside their faction main business" - can also gain access to it by roleplay + faction perk.
I'd find that fair, and it would also leave more room for everybody else because if every faction now goes for events in an organised manner, lone players will definitely have a hard time.
Just a thought. I do not feel like breaking or bending logic for my ID just because I'd find it very cool to e.g. have Hegemons docked on Falster. I'd however be willing to invest a lot of roleplay, trade missions paid by myself (comparable to FP11 relief mission or Falkland upgrade mission), ingame money (it could be a nice money sink!) and a faction perk.
Really, I think that if you'd ask it as a SRP, it can be considered. Faction perks are also a choice, especially if you have nothing better to spend it on. It will be considered and reviewed just like any SRP/Perk on a case by case basis.

Also, do not be afraid to commission a research group to acquire the data for you, for a price. That sort of collaborations can be easily kept IRP.
Server rules will be getting two or so lines regarding events in the near future, especially concerning player conduct during kill-bonus events as well a clarification that event systems are of certain ZOIs in terms of their location to provide us with more flexibility for the chance if we wish to treat a certain event system that connects to New York as a part of, say, Liberty, or as a ''generic'' system where all IDs are allowed to enforce their lines. It will require a bit of planning and I am currently waiting for the next patch to standardize the names of the converted PVE systems, courtesy of @Xalrok
